Colonialism, state mismanagement, structural adjustment, and global neoliberalism have inflicted structural violence on Nigeriens by denying them human and particularly socioeconomic rights and relegating them to a status at—or very near—the bottom of UN Human Development Index in each year of the past decade. As a result of structural violence, most Hausa of Niamey suffer grinding and intractable poverty that has intensified over the past two decades. Suffering is a recurrent and expected condition; it is the normal condition.The central goal of the book is to explain the material (migration and informal economy work) and symbolic (meaning-making) strategies that Hausa individuals and communities have deployed in their struggles not only to literally survive in the face of economic austerity on the outer periphery of the global economy, but also to survive with dignity. Despite daunting challenges, many Hausa men find strength and patience in their humble devotion to Islam, cherish their vibrant sociability and gracious hospitality, deeply value extraordinary conversational virtuosity and knowledge, deploy humor in complex transcendent, defensive and self-critical ways, perpetuate a sense of hope and optimism for the future, articulate their own modernities, and strive relentlessly to feel connected to the modern world at large. Extreme poverty created by socioeconomic injustice constitutes an unacceptable assault on human dignity. Hausa men’s remarkable strength does not negate the reality of the socioeconomic injustices they face. Their dire poverty in a world of plenty is unacceptable even when they handle it gracefully.

Book excerpt: The 1990s heralded waves of spectacular forms of local resistance and globalized protest against oil exploitation and environmental pollution in oil-producing regions of the developing world. One of the most spectacular local uprisings against global oil multinationals was led by the Ogoni people who were protesting against the exploitation and marginalization of oil-producing ethnic minority communities in the Niger Delta region of Nigeria. However, the hanging on November 10, 1995 of nine Ogoni ethnic minority and environmental justice activists, including Ken Saro-Wiwa, only served to exacerbate protests in later years. Within a decade, dozens of locally rooted insurgent groups emerged in the Niger Delta and construed themselves as part of the social movement for ethnic minority rights and environmental justice which dates back to colonial times. However, the trajectory of the revolutionary momentum has changed over time, reflecting a mix of progressive, opportunistic and retrogressive trends. This book provides a critical study of the trajectory of struggles in the Niger Delta since 1995, paying attention to continuities and changes, including recent developments linked to the shift from local resistance, to the rupturing of the Presidential Amnesty peace deal (largely to the Movement for the Emancipation of the Niger Delta) and the resurgence low-intensity sporadic armed militancy--led by the Niger Delta Avengers militia among others. The contributors critically interrogate the nature of the region's political economy, socio-economic trends and trajectories over the past two decades. Book excerpt: Engaging burgeoning youth populations in developing country agriculture is seen as an important strategy toward effective, efficient, and sustainable food system transformation. Yet the policy, institutional, technological, and capability barriers and ways to overcome them for successful participation of youth in agriculture are not fully understood. We use a conceptual framework that identifies key pathways to prosperity for youth and classifies contextual and driving factors that contribute to the success of youth engagement in agriculture. The framework comprises four broad categories of strategic interventions: policy and socioeconomic environment; institutional; technological/business infrastructure; and individual skills and capacities. In the context of this framework, we then present insights from cases of youth participation in agriculture in five countries: Guatemala, Niger, Nigeria, Rwanda, and Uganda. The countries and cases were purposively selected as part of ongoing research on youth engagement in agriculture. Policies and strategies play an important role in creating an enabling environment for youth engagement in agriculture, including by fostering transparency and accountability in the policy system and promoting youth engagement in the private sector through agricultural extension and other services. Institutions and intermediaries provide financial support, training, and access to market for youth entrepreneurs. Support in these areas should be strengthened. Systems approaches, such as multi-stakeholder platforms, provide holistic support to young agripreneurs (entrepreneurs in agriculture), but require effective coordination. Similarly, information and communication technologies can play a facilitating role by providing platforms to network and receive updated market information but need to be significantly scaled up. Individual capacities can drive youth engagement in agriculture and agripreneurship but must continue to be built up through expanded education and training on technical and functional skills. As policymakers and program managers search for interventions that can promote youth involvement in agriculture in their own countries, the insights from the five countries examined that are presented in this paper may be useful for identifying context-specific challenges and pathways to successful youth engagement in agriculture in their own countries. The framework presented here can be applied to study youth engagement issues in any country or in sub-national, decentralized contexts to generate evidence to guide the design of youth-in-agriculture development programs. There is a need to support, strengthen, and implement the driving factors identified in this paper for expanding youth engagement in agriculture.
