Book excerpt: Excerpt from A Decade of Industrial Relations Research, 1946-1956 In 1948, in the American Economic Association's Survey of Con temporary Economics, Lloyd Reynolds authored a 33-page chapter summarizing contributions to the state of knowledge in the field of labor economics and, to a lesser extent, industrial relations since the early thirties. It was somehow appropriate that during his term as president of the Industrial Relations Research Association that organization should have initiated a survey of the research con tributions to this field in the postwar decade. Although it was originally intended that this survey should be compressed within a single volume, it soon became apparent that if the numerous subdivisions of the field were to be treated ade quately, two volumes would be needed. This is the first volume. The second will appear at a later date, under' different editorial super vision. The only basis for the selection of the six areas here surveyed is that a considerable amount of research has been done in each. They have not been chosen for review because they are logically related, nor has any effort been made to achieve a symmetry of coverage. Thus Union Government and Union Leadership, our Chapter One, has not been balanced by a comparable chapter on business be cause not so much relevant research has been done on this topic. By the time of the second volume it is possible that a more signi ficant chapter can be written on this aspect of industrial relations. Industrial Relations in Transition: A Summary Report For the past three and one half years members of our research group have been engaged in a series of related research projects designed to: (1) update our understanding of current practices in industrial relations at the level of the firm, (2) assess and interpret the changes in practice that have been occurring over a number of years, and (3) reformulate industrial relations theory based on our empirical findings in ways that better explain the dynamics of the U.S. industrial relations system, A variety of interim publications have reported various aspects of our work and we are presently drafting a final book that draws together our findings and highlights their theoretical and policy implications (See the bibliography for a partial list of publications from the project). Industrial relations system at the workplace, in collective bargaining, and at the level of strategic decision making within business and labor organizations. By relating these current developments to longer term pressures on the post New Deal industrial relations system, we suggest that the system is undergoing fundamental transformation. To adapt to these changes unions will need to redefine their roles at the workplace by reorganizing work and fostering worker participation, adjust their wage bargaining objectives to promote employment continuity and compensation systems that are more closely tied to firm performance, and play a more direct and central role in business strategy decisions within the firm. These changes at the micro level of industrial relations are only likely to be successful if macro economic policies are reformed to provide a more supportive role for labor movement in society. Thomas A. Kochan is a professor in the Industrial Relations Section, mit Sloan School of Management. He received his ph.d. In industrial relations from the University of Wisconsin and was previously on the faculty of the Cornell University School of Industrial and Labor Relations. He is currently directing a collaborative project involving the faculty and students in the Industrial Relations Section titled u.s. Industrial Relations in Transition.
