Book excerpt: This thesis analyses the growth performance of Sub-Saharan African countries and the factors that appear to be most significant in the growth process. Regression analysis is the main research method employed. Data limitations restrict the sample to thirty-two countries, over the period 1960- 86, and the empirical study consists of fifteen factors. There are three main groups of equations : the growth rate, the investment ratio, and the incremental capital-output ratio (ICOR). The main conclusions were that the most significant influences on economic growth are the investment ratio, export and import growth, and political instability. The main influences on the investment (saving) ratio were found to be per capita income levels, government consumption, and political instability. The most significant effect on the ICOR appeared to be the degree of market distortions, as proxied by the ratio of the black market to the official exchange rates.

This book comprehensively evaluates trends in living conditions in 16 major sub-Saharan African countries, corresponding to nearly 75% of the total population. A striking diversity of experience emerges. While monetary indicators improved in many countries, others are yet to succeed in channeling the benefits of economic growth into the pockets of the poor. Some countries experienced little economic growth, and saw little material progress for the poor. At the same time, the large majority of countries have made impressive progress in key non-monetary indicators of wellbeing. Overall, the African growth renaissance earns two cheers, but not three. While gains in macroeconomic and political stability are real, they are also fragile. Growth on a per capita basis is much better than in the 1980s and 1990s, yet not rapid compared with other developing regions. Importantly from a pan-African perspective, key economies-particularly Kenya, Nigeria, and South Africa-are not among the better performers. Looking forward, realistic expectations are required. The development process is, almost always, a long hard slog. Nevertheless, real and durable factors appear to be at play on the sub-continent with positive implications for growth and poverty reduction in future.

Donors and recipient governments alike have criticized foreign assistance for not providing adequate solutions for underdevelopment. Studies evaluating the impact of foreign assistance on development have been inconclusive, yet foreign assistance is still considered a tool that has the potential to encourage development. This research addresses these central questions: what role has foreign assistance played in improving economic development for SSA? Is foreign assistance effective in encouraging human development in Sub-Saharan Africa? Previous analyses narrowly define economic development as economic growth, disregarding the multi-faceted nature of the development process. The inability of growth indicators to explain variation in political, institutional, and social dimensions of the economic development process motivates this analysis of measuring disaggregated development assistance on a social and economic indicator: the Human Development Index (HDI). For the most part empirical analyses aggregate official development assistance (net ODA) as a measure of foreign assistance. I argue that grants versus concessional lending have different effects on the economic development process. Thus, the study measures the independent relationship of grants, concessional loans and technical assistance with economic development, rather than an aggregate such as net official development assistance (ODA). Furthermore, in an effort to determine if foreign assistance has different impacts on social and economic aspects of development the study disaggregates the HDI into its components of: (1) Life Expectancy; (2) Education; and (3) GDP. The method incorporated examines 38 countries in Sub Saharan Africa from 1975--2003 using a pooled-cross sectional time series and fixed effects approach to model the observed and unobserved variation across countries and time.
