Book excerpt: After Operation Desert Storm and the end of the Cold War, Congress began to reevaluate the focus of U.S. military activities and proposed using some military assets and training to help address critical domestic challenges such as drugs, poverty, and unemployment. In particular, some policymakers saw an opportunity to use the military's capabilities to address domestic needs by providing role models for youth and training and educational opportunities for the disadvantaged. Section 1091 of the National Defense Authorization Act for Fiscal Year 1993 established the National Guard Youth Challenge Program (Challenge Program) as a pilot program to evaluate the feasibility and effectiveness of military based training to improve the life skills and employability of high school dropouts. After the program was permanently authorized in 1998, Congress began limiting the share of state operating costs covered by the federal government through the Department of Defense (DOD), which initially paid for 100 percent of these costs. DOD now pays 60 percent of state operating costs, and states provide 40 percent. In addition, the authorizing legislation for the Challenge Program allows the Secretary of Defense to use nondefense funding sources in support of the program. This document reports the findings of the Comptroller General's recent study of the Challenge Program, focusing specifically on: (1) the historical trends of the Challenge Program, including program expenditures, participation, and performance; (2) the extent to which Reserve Affairs and NGB have determined actual program costs and the consequent need to adjust the federal and state cost share; and (3) the extent to which NGB has provided oversight of the program. Also studied was the extent which Reserve Affairs and participating states have made an effort to obtain alternative funding support for the Challenge Program. Appended are: (1) Scope and Methodology; (2) National Guard Youth Challenge Program Sites; (3) Comments from the Department of Defense; and (4) GAO Contact and Staff Acknowledgment. Book excerpt: This book represents a systematic review of the documented impacts of programs aimed at fostering socio-emotional skills in developed and developing countries. It uses a life-cycle approach to organize the findings from rigorous evaluations of more than 80 programs. This includes programs for toddlers and young children before primary school, programs for students enrolled in formal education, and programs targeted at the out-of-school population. The book develops a conceptual framework that helps to identify the program characteristics and participants’ profiles associated with a range of program outcomes. These include health-related, behavioral, academic or cognitive, and economic-related outcomes. The review finds that few of the programs studied focus exclusively on the development of socio-emotional skills. In fact, most efforts to develop socio-emotional skills are embedded within innovative education and training curricula, as well as pedagogical and classroom practices. Evidence shows that programs are particularly effective when targeted to highly vulnerable populations and, in particular, to young children. Overall, findings indicate that high-quality programs for young children tend to foster cognitive abilities in the short run and to impact socio-emotional skills over the long run. Programs for students enrolled in formal education (primary and secondary levels) show positive and significant impacts on the outcomes reviewed. The most successful of these programs are implemented school-wide and follow the SAFE approach: that is, they are appropriately sequenced, active, focused, and explicit. Finally, the review finds that programs for out-of-school children and youth are usually designed as a means of achieving immediate labor market outcomes (e.g., job-placement, formal employment, and higher wages). While some of these programs show positive and statistically significant impacts on socio-emotional skills, the impacts tend to be small.

Book excerpt: The Cultural Matrix seeks to unravel a uniquely American paradox: the socioeconomic crisis, segregation, and social isolation of disadvantaged black youth, on the one hand, and their extraordinary integration and prominence in popular culture on the other. Despite school dropout rates over 40 percent, a third spending time in prison, chronic unemployment, and endemic violence, black youth are among the most vibrant creators of popular culture in the world. They also espouse several deeply-held American values. To understand this conundrum, the authors bring culture back to the forefront of explanation, while avoiding the theoretical errors of earlier culture-of-poverty approaches and the causal timidity and special pleading of more recent ones. There is no single black youth culture, but a complex matrix of cultures—adapted mainstream, African-American vernacular, street culture, and hip-hop—that support and undermine, enrich and impoverish young lives. Hip-hop, for example, has had an enormous influence, not always to the advantage of its creators. However, its muscular message of primal honor and sensual indulgence is not motivated by a desire for separatism but by an insistence on sharing in the mainstream culture of consumption, power, and wealth. This interdisciplinary work draws on all the social sciences, as well as social philosophy and ethnomusicology, in a concerted effort to explain how culture, interacting with structural and environmental forces, influences the performance and control of violence, aesthetic productions, educational and work outcomes, familial, gender, and sexual relations, and the complex moral life of black youth.

The first ChalleNGe sites began in the mid-1990s; today there are 40 ChalleNGe sites in 29 states, the District of Columbia, and Puerto Rico. To date, more than 145,000 young people have completed the ChalleNGe program. Congress requires the ChalleNGe program to deliver a report on its progress each year. The program includes a 5.5-month Residential Phase followed by a 12-month Post-Residential Phase, which includes support from a mentor. The stated goal of ChalleNGe is "to intervene in and reclaim the lives of 16-18-year-old high school dropouts, producing program graduates with the values, life skills, education, and self-discipline necessary to succeed as productive citizens." In this report, we provide information on recent ChalleNGe participants, is in support of the required annual report to Congress. We also lay out a framework for evaluating ChalleNGe sites. Subsequent reports will provide additional information on future cohorts of students, will build on this framework to develop more detailed and more effective metrics, and will provide strategies for data collection in support of these metrics. Methods used in this study include site visits, data collection and analysis, literature review, and development of two tools to assist in improving the metrics - a theory of change (TOC) and a program logic model. Book excerpt: Although the Latin American region has shown an impressive growth in educational attainment over the past two decades, that education has failed to yield expected benefits. A mounting body of research and policy debates argues that the quantity of education is not an adequate metric of human capital acquisition. Rather, individuals’ skills—what they actually know and can do—should stand as policy targets and be fostered across the life course. Evidence from around the world shows that both cognitive and socio-emotional skills are demanded by employers and favorably affect a range of outcomes, including educational attainment and employment outcomes. Through original empirical research investigating the role of cognitive and socio-emotional skills in shaping adults’ labor market outcomes in Bolivia, Colombia, El Salvador, and Peru, supplemented by similar studies in other Latin American countries, this review confirms that cognitive skills matter for reaping labor market gains in terms of higher wages and formal jobs in Latin America; but so do socio-emotional skills. Moreover, socio-emotional skills seem to particularly influence labor force participation and tertiary education attendance as a platform to build knowledge. The study also presents a policy framework for skills development by: (i) providing insights by developmental psychologists about when people are neuro-biologically, socio-emotionally, and situationally ready to develop socio-emotional skills, and (ii) suggesting new directions in cognitive development.

Book excerpt: The National Guard Youth Challenge (ChalleNGe) program serves young people who are experiencing difficulty in traditional high school through a quasi-military, 5.5-month residential program. The RAND Corporation's ongoing analyses of the ChalleNGe program are designed to meet multiple objectives. The first is to gather and analyze existing data from each ChalleNGe site to support the program's yearly report to Congress. To that end, the authors of this report document the progress of program participants (or "cadets") in 2019 and 2020. Participation in the ChalleNGe program remains strong; nearly 13,000 young people entered the ChalleNGe program during 2019, and over 9,500 of those graduated. Among graduates, the vast majority left the program with a recognized credential or with credits toward high school graduation. ChalleNGe is a well-established program with sites in the majority of states, but given the relatively short duration of the residential portion, the program provides limited career and technical training. In recent years, Job ChalleNGe programs have been established at six sites. Job ChalleNGe builds on the ChalleNGe model by providing additional training to ChalleNGe graduates. Job ChalleNGe provides this training through a 5.5-month residential program that focuses on developing career and technical skills. The authors of this report provide initial implementation findings in this document and include a summary of planned future analyses to support ChalleNGe and Job ChalleNGe. Additionally, the authors examine some of the effects of the coronavirus disease 2019 (COVID-19) pandemic on both programs.
