Book excerpt: The Utah System of Higher Education (USHE) and the eight public colleges and universities in the system, have depended on the Federal Pell Grant program for more than 40 years to assist students to attend. For some of these institutions, the amount of Pell grant dollars received is as much as 43% of their annual operating budget. The goal of this quantitative correlational study was to test the impact of the Pell Grant program on enrollment at the individual institutions within the system. The researcher used resource dependency theory as a lens to view the collected data. Using a survey design with supplemental collection of readily available data from USHE, the U.S. Department of Education, and the Integrated Postsecondary Education Data System (IPEDS) this quantitative study found a significant correlation between enrollment at Utah's public colleges and universities and Pell Grant dollars received and between enrollment by gender and Pell Grant dollars received. Each of the eight institutions, through their Director of Financial Aid completed a financial aid survey (see Appendix A) in 2010-11 and 2014-15 which provided the needed data to calculate the correlational assessments. Four research questions were developed and the collected data was analyzed to determine if a correlation existed for those questions. Three of the four questions rejected the null hypotheses indicating a very strong relationship between Pell Grant dollars received at an institution and enrollment at that institution. Research question three examined the relationship between institutional budgets and Pell Grant dollars received. Results for this question based on the tests conducted proved no direct correlation between those two factors. Results of the study suggest that the Utah System of Higher Education and the eight colleges and universities that are part of that system: University of Utah, Utah State University, Weber State University, Salt Lake Community College, Utah Valley University, Snow College, Southern Utah University and Dixie State University has a strong correlation between Pell Grant dollars and enrollment. In fact, the study was conducted over a period of five years and the correlation became stronger in the final year of the study when compared to the first. Knowing this can help the system and the individual institutions examine ways to increase and manage enrollment. The information from the study can also be useful in working with students, administrators, policy-makers, and other stake holders in making key decisions around student recruitment, retention and enrollment through Pell Grant dollars, and informing future plans for the Pell Grant program including funding.

Pell Grants are particularly important in the 2-year sector, where such a large number of students are from low-income socioeconomic areas. In December 2011, then-President Obama signed into law the Consolidated Appropriations Act (2012) which significantly changed the Pell Grant program for college students by making 3 major changes to the eligibility criteria for Pell Grants. The purpose of this study was to examine the impact of these 3 changes at the national, state, and local level to estimate the impact felt by colleges and students across the United States. This quantitative study utilized data from the National Center for Educational Statistics (NCES) Integrated Postsecondary Data System (IPEDS) as well as from a midsized urban college located in the state of Minnesota. Both regression analysis and seasonal time decomposition techniques were conducted to determine the estimated number and amount of Pell Grant award post Act compared to actual. The findings of this study indicated a significant correlation between the model and the output when used with national and local data. Not all of the state models produced significant results.

Book excerpt: This study presents the results of a quantitative analysis of the headcount enrollment of 97 community colleges in North and South Carolina and Virginia during the period fall 2003 through fall 2012, a period that included the "Great Recession." The study analyzes the relationship between three financial independent variables (in-state tuition and fees, annual Pell Grant limits, and state FTE appropriations) and one economic independent variable (county level unemployment) against the dependent variable - demographic headcount enrollment by subgroups: (1) gender, (2) enrollment status, and (3) race. My analysis finds that while in-state tuition and fees, Pell Grant limits, and state FTE appropriations were associated with demographic enrollment patterns differently in North and South Carolina, only local unemployment had a measureable association with the enrollment patterns of community college students in Virginia, a state with relatively lower unemployment rates. The study also finds that during the period federal Pell Grants and state appropriations had a greater influence on the enrollment patterns of full-time students than on part-time students. Finally, the study discovered that in the state of North Carolina, state FTE appropriations had a greater influence on the enrollment of Hispanic students than any other racial subgroup. This study contains various implications for federal and state legislators as well as community college administrators. The study concludes with recommendations for future research.

Book excerpt: Using Bean and Metzner's conceptual framework related to non-traditional student attrition, the responsible use of Federal Pell Grants was studied by examining the retention and academic performance of college-credit seeking students in a public college in Florida that predominantly offered two year degree programs. Also analyzed were differences between Pell Grant recipients and non-recipients among various demographic categories. Chi-square tests of independence indicated that statistical significance existed between Pell Grant recipients and non-recipients in retention rates from fall to spring terms, as well as in the demographic variables of academic performance, gender, ethnicity, age group, residency, and credit hours achieved. Only the variable of ethnicity showed a medium practical effect size, with all the other variables indicating a small to no practical effect size.

Book excerpt: Because of shrinking budgets, increasing demand, and calls for more graduates, community college leaders are forced to make difficult resource allocation decisions. In many states, sizable percentages of the state funds available to community colleges are conditional on performance measures, including graduations; the number of states with funding systems like this is growing. Some community college leaders, in an effort to do more with less, have opted to cut funding for student services. Numerous researchers found student services to be effective in helping students learn, grow, and succeed in college. Several studies have explored the relationship between student services funding and graduation rates in four-year colleges and universities, and some have done similar work for community colleges using ordinary least squares (OLS) and probit regression techniques and data from 1998 and later from the 2001-2003 academic years. This study sought to discover if a relationship existed between the average student services funding per student, average Pell Grant funding per student, and a community college's graduation rate using quantile regression on Integrated Postsecondary Education Data System (IPEDS) data from 2007 to 2009. The study tested four null hypotheses; alpha for the tests was set at .01. Related to three of the null hypotheses, the study data demonstrated statistically significant relationships between the average amounts of Pell grant funding disbursed per student per year, average amount expended on student services per year, and annual institutional rates of completion of a certificate, associate's degree or other credentials in community colleges but the effect size was insubstantial. Related to the fourth null hypothesis, the data produced in this study demonstrated a statistically significant but weak correlation between average Pell grant funding per student per year and student services expenditures per student per year at public community colleges. The conclusion was to reject the fourth null hypothesis. This finding indicated a positive relationship between a student's socio-economic status (SES) and institutional spending on student services. Implications of this finding for practice and for policy and a recommendation for further study were included.

Using various policy instruments associated with Pell generosity, we quantify the sensitivity of institutional Pell revenues to the generosity of the Pell Grant program. In general, we find an elastic response of institutional Pell revenues with respect to the maximum Pell award, where other policy instruments associated with Pell generosity are found to have an inelastic or zero impact. We also document significant asymmetries across institutional selectivity, both in magnitude and in terms of which channel accounts for the measured sensitivity - award values directly or institutional enrollment. In the end, exogenous changes in the Federal Pell Grant program are found to correlate strongly with changes in the distribution of needy students and revenues across institution quality.

Advocates have proposed linking funding in the Pell and Campus-Based Programs to measures of college performance. However, to do so in an equitable and efficient manner, raw measures of college output, such as rates of graduation and academic progress, must be adjusted to reflect differences in factors that determine those rates--inputs such as college mission, student characteristics, and other constraints. Failing to account for inputs when measuring and evaluating college performance unfairly penalizes colleges that are efficiently serving large numbers of low-income students, particularly colleges doing so with limited resources. To demonstrate the impact that serving low-income students can have on raw measures of college performance, this bulletin explores the relationship between 6-year graduation rate and three inputs: the percentage of first-time students who are Pell recipients, average test score of the student body, and level of endowment per student. The analysis finds that these three inputs are powerful determinants of 6-year graduation rates at nonprofit 4-year public and private colleges. The empirical findings and policy implications in this brief are not meant to imply that 4-year colleges serving a large number of Pell recipients should not be evaluated or that graduation rates cannot or should not be improved. All colleges must meet minimum standards of performance, implement policies and practices shown to be effective in improving graduation rates at peer colleges, and provide adequate consumer protections, including accurate information for students and parents. The findings noted in this document have major implications for student aid policy, including HEA reauthorization: (1) Using raw output measures, such as rates of graduation or student academic progress, in the awarding or allocation of Title IV student aid will harm low-income students and the colleges that serve them; (2) To prevent such harm, output measures must be adjusted to adequately reflect differences in inputs, in particular, college mission, student characteristics, resources, and factors beyond colleges' control; (3) Because estimates of value added are vulnerable to both modeling and data limitations, such measures should not be used to support high-stakes decisions in either the Pell or Campus-Based Programs; and (4) The best approach to improve graduation rates at 4-year public and private colleges is to use well-designed case studies to identify policies and practices shown to be effective at peer colleges and incentivize colleges to implement them.In race-to-the-top competitions for additional funds, colleges should be required to compete only against peers with highly comparable inputs. These inputs include the percentage of students who are Pell recipients, average test score, endowment per student, and other factors shown to have a statistically significant relationship to the output measure in question.

Statistical data reported fewer Pell Grant recipients have earned a bachelor's degree in comparison to non Pell students at a number of four-year public and private institutions. The purpose of the study was to better understand how Pell Grant recipients successfully navigated their academic and social experiences to bachelor's degree completion at a selective four-year private university. As a qualitative exploratory case study, the study was informed by Whiting's (2006) Scholar Identity Model (SIM) as the conceptual framework that guided the understanding of how Pell Grant recipients through their academic and social identities described their experiences and abilities to navigate to bachelor's degree completion. Data were collected through interviews with Pell Grant recipients who tracked bachelor's degree completion by May 2019 at a selective four-year private institution. Review of documents and institutional websites provided additional data for analysis. The findings of the study revealed four emerging themes for understanding how Pell Grant recipients navigate to bachelor's degree completion. Implications for practice and suggestions for future research were provided.
