However, the influence of each of these controls varies across different temporal scales. Consequently, numerous water balance models have been developed in the literature for application across various time scales. These models are usually developed for a particular time scale so that the controls with the greatest influence on rainfall partitioning are captured. For example, the SCS curve number method was developed to simulate direct runoff at the event scale; the "abcd" model was developed as a monthly water balance model; and the Budyko model was developed for long-term water balance. More recently, the proportionality hypothesis, which traces its origins from the SCS curve number method, has been identified as the commonality between these three hydrologic models, suggesting that this hypothesis may be the unifying principle of hydrologic models across various time scales. The objective of this thesis is to develop a conceptual hydrologic model structure for continuous simulations for multiple time scales. The developed model is applicable to daily, monthly, and annual time scales.

The main objectives of the thesis are to: (i) study the effects of varying the modelling time step on the performance, parameters and structure of hydrological models; (ii) develop a hydrological model operating at different time steps, from daily to sub-hourly, through a unified, robust and coherent modelling framework at different time scales. Our starting point is the chain of conceptual rainfall-runoff models called 'GR', developed at Irstea, and in particular the daily 'GR4J' lumped model. The GR4J model will be the baseline model to be effectively downscaled up to sub-hourly time steps following a top-down approach. An hourly adaptation of this model had already been proposed in previous research studies, but some questions on the optimality of the structure at sub-daily time steps were still open. This thesis builds on these previous studies on the hourly model and responds to the operational expectations of improving and adapting the model at multiple sub-daily and sub-hourly time steps, which is particularly interesting for flood forecasting applications. For our modelling tests, we built a database of 240 unregulated catchments in metropolitan France, at multiple time steps, from 6-minute to 1 day, using fine time step hydro-climatic datasets available: (i) 6-min rain gauges and higher spatial-density daily reanalysis data for precipitation; (ii) daily temperature data for potential evapotranspiration (making assumptions on sub-daily patterns); (iii) sub-hourly variable time step streamflow data. We investigated the impact of the inputs temporal distribution on model outputs and performance in a flood simulation perspective based on 2400 selected flood events. Then our model evaluation focused on the consistency of model internal fluxes at different time steps, in order to ensure obtaining a satisfactory model performance by a coherent model functioning at multiple time steps. Our model diagnosis led us to identify and test a significant improvement of the model structure at sub-daily time steps based on the complexification of the interception component of the model. Thus, we propose a new version of the model at multiple sub-daily time steps, with the addition of an interception store without extra free parameters. Our tests also confirm the suitability at multiple time steps of a modified groundwater exchange function proposed earlier, leading to overall improved model accuracy and coherence.

Many of the currently used mathematical models of hydrologic systems were developed a genera tion ago. Much of the effort since then has focused on refining these models rather than on developing new models based on improved scientific understanding. In the past few years, however, a renewed effort has been made to improve both our fundamental understanding of hydrologic processes and to exploit technological advances in computing and remote sensing. It is against this background that the NATO Advanced Study Institute on Recent Advances in the Modeling of Hydrologic Systems was organized. The idea for holding a NATO ASI on this topic grew out of an informal discussion between one of the co-directors and Professor Francisco Nunes-Correia at a previous NATO ASI held at Tucson, Arizona in 1985. The Special Program Panel on Global Transport Mechanisms in the Geo-Sciences of the NATO Scientific Affairs Division agreed to sponsor the ASI and an organizing committee was formed. The committee comprised the co directors, Professor David S. Bowles (U.S.A.) and Professor P. Enda O'Connell (U.K.), and Professor Francisco Nunes-Correia (Portugal), Dr. Donn G. DeCoursey (U.S.A.), and Professor Ezio Todini (Italy).

A number of papers address the recent advances in the State-of-the-art distributed precipitation estimation from satellites. A number of articles address the issues related to the data merging and use of geo-statistical techniques for addressing data limitations at spatial resolutions to capture the h- erogeneity of physical processes. The participants at the School came from diverse backgrounds and the level of - terest and active involvement in the discussions clearly demonstrated the importance the scienti c community places on challenges related to the coupling of atmospheric and hydrologic models. Along with my colleagues Dr. Erika Coppola and Dr. Kuolin Hsu, co-directors of the School, we greatly appreciate the invited lectures and all the participants.
