First, it compares the performance of various panel data models in estimating technical efficiency in production. Second, it applies various stochastic frontier panel data models to estimate the technical efficiency of Iran's cotton production and to provide empirical evidence on the sources of technical inefficiency of cotton producing provinces. The results indicate that labor and seeds are determinants of cotton production and inorganic fertilizers result in reducing technical efficiency. The mean technical efficiency of the models is around 80 percent. Variations in the distribution of estimated efficiency amongst the different models is large.

Book excerpt: This book employs different parametric and non-parametric panel data models which have been used in history of developed panel data efficiency measurement literature. It assesses the differences of models based on characteristics and efficiency scores measurement using a systematic sensitivity analysis of the results. On the whole twelve parametric and four nonparametric models were studied. Parametric models are classified in four groups in terms of the assumptions made on the temporal behavior of inefficiency. A common issue among all the parametric models is that inefficiency is individual producer-specific. This is consistent with the notion of measuring the efficiency of decision-making units. Non-parametric models are divided into partial and full frontier models. A main contribution of this volume is that it helps to understand differences between parametric and non-parametric models. On empirical part of the volume, technical efficiency of two agricultural strategic crops (cotton and sugar beet) in different provinces of the Iran are analyzed. Using different models, the most efficient and inefficient provinces in cotton and sugar beet production of Iran are recognized.

Since the pioneering papers by Edwin Kuh (1959), Yair Mundlak (1961), Irving Hoch (1962), and Pietro Balestra and Marc Nerlove (1966), the pooling of cross sections and time series data has become an increasingly popular way of quantifying economic relationships. Each series provides information lacking in the other, so a combination of both leads to more accurate and reliable results than would be achievable by one type of series alone. Over the last 30 years much work has been done: investigation of the properties of the applied estimators and test statistics, analysis of dynamic models and the effects of eventual measurement errors, etc. These are just some of the problems addressed by this work. In addition, some specific diffi culties associated with the use of panel data, such as attrition, heterogeneity, selectivity bias, pseudo panels etc., have also been explored. The first objective of this book, which takes up Parts I and II, is to give as complete and up-to-date a presentation of these theoretical developments as possible. Part I is concerned with classical linear models and their extensions; Part II deals with nonlinear models and related issues: logit and pro bit models, latent variable models, duration and count data models, incomplete panels and selectivity bias, point processes, and simulation techniques.

Conventional econometric practice has generally followed this paradigm, and least squares based regression techniques have been used to estimate production, cost, profit and other functions. In such a framework deviations from maximum output, from minimum cost and cost minimizing input demands, and from maximum profit and profit maximizing output supplies and input demands, are attributed exclusively to random statistical noise. However casual empiricism and the business press both make persuasive cases for the argument that, although producers may indeed attempt to optimize, they do not always succeed. This book develops econometric techniques for the estimation of production, cost and profit frontiers, and for the estimation of the technical and economic efficiency with which producers approach these frontiers. Since these frontiers envelop rather than intersect the data, and since the authors continue to maintain the traditional econometric belief in the presence of external forces contributing to random statistical noise, the work is titled Stochastic Frontier Analysis.

Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

It is assumed that the disturbances are spatially correlated, based on some geographic or economic proximity measure. If the time dimension of the data is large, feasible and efficient estimation proceeds by using the time dimension to estimate spatial dependence parameters. For the case where the time dimension is small (the usual panel data case), we develop a generalized moments estimation approach that is a straight-forward generalization of a cross-sectional model due to Kelejian and Prucha. We apply this approach in a stochastic frontier framework to a panel of Indonesian rice farms where spatial correlations are based on geographic proximity, altitude and weather. The correlations represent productivity shock spillovers across the rice farms in different villages on the island of Java. Test statistics indicate that productivity shock spillovers may exist in this (and perhaps other) data sets, and that these spillovers have effects on technical efficiency estimation and ranking.

The conclusions indicate that it is now necessary to help small dairy farms in order to make them more efficient. These results can be compared with the technical efficiency of a sample of Spanish dairy processing firms presented by Magdalena Kapelko and co-authors.
