Abstract: Abstract The "laissez-faire" policy in Hong Kong and state guidance in Taiwan reflect two different approaches for economic development. The distinctive manufacturing patterns underlie the premises of state intervention for industrialization. Besides the dichotomy between neoclassical economists and revisionists on the role of government in economic development, the institutional approach offers a new perspective to realize the fundamentals of state intervention, the state capacity and the governance structure for policy making. The interdisciplinary studies of political science, economics and sociology provide the insight to understand the institutional arrangements for state intervention in Hong Kong and Taiwan. The close association of Mainland China with Taiwan and Hong Kong gives ample reasons to study the change of manufacturing patterns in the region. The opening of Mainland China does provide a cheap production base for manufacturing industries. But their impacts are very different that the "hollowing out" of manufacturing production in Hong Kong was resulted, while Taiwan manufacturers have successfully established the division of labour for the production of information technology. Such differences can be attributed to the political relationship in the region which is further articulated in terms of their policy measures for industrialization. Besides, the role of state is influential in shaping the governance structure and defining the objectives for manufacturing development. Therefore, the argument of "Markets versus States" or "Functional versus Selective" is not sufficient to explain the phenomenon. Singapore relied on multinational corporations, Taiwan on returned engineers, and South Korea on chaebols. There appears to be no Asian formula for industrialization.
