When making their decision, police officers must rely on their department's policy to guide them in their decision making process. Policies are just guides, however, and officers must also use discretion. When doing so, the officer must also consider the ramifications of the pursuit. This topic has forced the courts to step in and determine what factors should be considered when reviewing a pursuit case. This study evaluated police pursuits. To do so, the study examined all police pursuits involving the Jefferson County Police Department and the Louisville Division of Police from January 2000 to November 2002. Analysis was done to determine differences and relationships between agencies, pursuit characteristics and officer and suspect demographics. The study found that both differences and relationships existed overall, and within each agency.
