These lines were established in 1822, 1838, 1850, 1865, 1875 and 1895. The first division, in 1822, was made by the selectmen of Boston, under the power given in the act establishing the city. It was based on the number of inhabitants as shown by the last preceding census taken by the United States, and the City Council was empowered to alter the lines not oftener than once in ten years. The second division was not made, however, until 1838, when an ordinance was passed, September 20. Our text is taken from the Municipal Register for 1846, which seems to be the earliest volume containing it. In his fresh in-depth study of black partisanship and politics, Millington W. Bergeson-Lockwood demonstrates that party politics became the terrain upon which black Bostonians tested the promise of equality in America's democracy. Most African Americans remained loyal Republicans, but Race Over Party highlights the actions and aspirations of a cadre of those who argued that the GOP took black votes for granted and offered little meaningful reward for black support. These activists branded themselves "independents," forging new alliances and advocating support of whichever candidate would support black freedom regardless of party. By the end of the century, however, it became clear that partisan politics offered little hope for the protection of black rights and lives in the face of white supremacy and racial violence. Even so, Bergeson-Lockwood shows how black Bostonians' faith in self-reliance, political autonomy, and dedicated organizing inspired future generations of activists who would carry these legacies into the foundation of the twentieth-century civil rights movement.

Recent accounts of "the rise of American democracy" between the Revolution and the Civil War applaud political parties for opening up public life to mass participation and making government responsive to the people. Yet this celebratory narrative tells only half of the story. By exploring American political practices during the early 1820s, a period of particular flux in the young republic, Peart argues that while parties could serve as vehicles for mass participation, they could also be employed to channel, control, and even curb it. Far from equating democracy with the party system, Americans freely experimented with alternative forms of political organization and resisted efforts to confine their public presence to the polling place. Era of Experimentation demonstrates the sheer variety of political practices that made up what subsequent scholars have labeled "democracy" in the early United States. Peart also highlights some overlooked consequences of the nationalization of competitive two-party politics during the antebellum period, particularly with regard to the closing of alternative avenues for popular participation.
