Available in PDF, EPUB and Kindle. Book excerpt: Economic restructuring has been a notable feature of so-called mature industrial economies such as the UK and Australia in the last two decades, with deregulation, privatisation, technological change and globalisation combining to reshape such economies. Some industries have grown, while others have declined. Moreover, while overall employment in the UK and Australia has grown, many newly-created positions require skills not found in the industries shedding labour, or are in casualised and low paid occupations. Many lesser-skilled workers leaving declining industries are therefore at risk of long-term unemployment or leaving the workforce entirely. Both mental and physical health can be affected after redundancy. It is therefore crucial that the measures put in place in many domains of social policy (such as formal health policy, employment assistance, community development, housing assistance and so on) to adequately address the difficulties confronting this group. This volume takes a closer look at the impact of manufacturing - notably automotive - plant closures in the UK (Birmingham) and Australia (Adelaide) in recent years and policy responses to those closures. It attempts to tease out differences in policy response and effectiveness, and attempts to identify areas where policy could be made to work better in terms of adjusting to large scale manufacturing change and resulting job losses. In so doing, it begins, for the first time we believe, to take a comparative approach to understanding the impact of plant closures and policy responses. This book was published as a special issue of Policy Studies.

Book excerpt: A paper reprint of the 1988 original. It is a political history that describes and analyzes the management of organized knowledge. Wheatley takes Flexner and the Carnegie Foundation of 1910 as the model. Portz (political science, Northeastern U.) combines a synthesis of the literature on urban politics and political economy with a close analysis of plant closings in Pittsburgh, Pennsylvania, Louisville, Kentucky, and Waterloo, Iowa, to illuminate the complexity of, constraints upon, and range of local government efforts to control the economic damage caused by shutdowns. Book excerpt: At the nexus of politics and policy development lies persistent conflict over where problems come from, what they signify, and, based on the answers to those questions, what kinds of solutions should be sought. Policy researchers call this process "problem definition." Written for both scholars and students, this book explains how and why social issues come to be defined in different ways, how these definitions are expressed in the world of politics, and what consequences these definitions have for government action and agenda-setting dynamics. The authors demonstrate in two theoretical chapters and seven provocative case studies how problem definition affects policymaking for high-profile social issues like AIDS, drugs, and sexual harassment as well as for problems like traffic congestion, plant closings, agricultural tax benefits, and air transportation. By examining the way social problems are framed for political discussion, the authors illuminate the unique impact of beliefs, values, ideas, and language on the public policymaking process and its outcomes. In so doing, they establish a common vocabulary for the study of problem definition; review and critique the insights of existing work on the topic; and identify directions for future research.

Available in PDF, EPUB and Kindle. Book excerpt: A collection of essays by twenty-three of Canada's leading economic geographers, Canada and the Global Economy is a comprehensive study of the evolving economic and geographic patterns of Canadian development. It provides a benchmark for research on the spatial development of the Canadian economy. The contributors explore four central themes: the locational impacts of the openness of the Canadian economy, Canada's relatively simple economic geography in terms of regional variations in resources and urban development, the problems of keeping pace with rapid advances in technology, and the role of government in maintaining a national market and assisting economic development. They outline the essential elements of Canada's contemporary economic geography and highlight the origins and spatial imprint of change in the Canadian economy; in particular they provide an assessment of Canada's participation in significant international patterns of economic change. Canada and the Global Economy is concerned not only with the economic size and location of consumption and production but also with institutional changes and shifts in employment, the sectoral composition of economic activity, and the organizational structure and locational behaviour of particular industries and firms. Special attention is given to the technological development of both established industries and new service and manufacturing activities. A timely addition to the field, it provides a geographic perspective on significant changes in jobs and types of work that result from the transformation of economic activities.

Book excerpt: From the late 1970s through the early 1990s, plant closings, bitter labor disputes, and manufacturing relocations profoundly and often disastrously influenced the lives of workers, unions, and communities in the Midwest. This volume tells the stories implicit in that process. Grand Designs: The Impact of Corporate Strategies on Workers, Unions, and Communities presents case studies from throughout the Midwest. The contributors look at tire manufacturing in Akron, Ohio; corn products in Clinton, Iowa; Wisconsin Steel Company in Chicago; an Ingersoll-Rand heavy bearings plant in South Bend, Indiana; a steel foundry in East Chicago, Indiana; an American Crane subsidiary in St. Paul; Iowa Beef Processors in Nebraska; and the Calumet Project around Gary, Indiana. Taken together, these case studies describe the effective dismantling of much of our nation's postwar productive structure and industrial relations system. Beyond documenting the damage that has been done, Grand Designs articulates the conditions under which local labor–community coalitions can win important victories. If they are adequately informed and organized, such coalitions can play a crucial part in revising the terms of the national debate over public policy on labor and economic issues.
