Why these states cannot fulfill their most basic function-the protection of the population and their government-varies widely, but the underlying reason is the same. The security sector does not function because security sector institutions and forces are absent, ineffective, predatory, or illegitimate. In place of large, boots-on-the-ground interventions relying on expensive train and equip programs with only fleeting impact, Washington needs a new approach for engaging in fragile environments and a policy for prioritizing where it engages and for what purpose. The volume offers case studies to exemplify the context in which a new U.S. approach might be warranted, discusses other countries' experiences with security sector reform policies and examines how the United States should design and implement a security sector reform policy. Book excerpt: Challenges to security and human rights involving extractive and other industries gave rise to an evolving framework of policy, standards and good practice generally known as business and human rights (BHR). Problems with inefficient and unaccountable security institutions are addressed by security sector reform (SSR). From an empirical perspective – the view from the often mutual operating grounds of BHR and SSR – both approaches share many challenges, as well as end goals. It is thus striking that only on rare occasions are challenges in governance of the security sector addressed upfront as problems of poor resource governance, and vice versa. This paper describes the grounds where SSR and BHR coincide in principles, actors and activities, and which synergies can be built on that base. It makes the business case for SSR, and the SSR case for business. The paper assesses how SSR can channel resources and know-how from business to address critical challenges related to ownership, capacity and sustainability of reform processes. Opportunities for bridging BHR and SSR are drawn from a broad range of policy and guidance, and by looking at lessons from case studies on Guinea, Colombia and Papua New Guinea. SSR and BHR should not collide; ideally, they should cohere. A variety of multistakeholder initiatives open new opportunities to bring this about, with particular relevance to SSR in extractive environments. The overall conclusion, supported by practical propositions for implementation, is that the existing policies and standards in SSR and BHR already allow, and call for, a less rigid approach to the challenges addressed in both fields.

Book excerpt: This Security Sector Reform (SSR) Paper offers a universal and analytical perspective on the linkages between Security Sector Governance (SSG)/SSR (SSG/R) and Sustainable Development Goal-16 (SDG-16), focusing on conflict and post-conflict settings as well as transitional and consolidated democracies. Against the background of development and security literatures traditionally maintaining separate and compartmentalized presence in both academic and policymaking circles, it maintains that the contemporary security- and development-related challenges are inextricably linked, requiring effective measures with an accurate understanding of the nature of these challenges. In that sense, SDG-16 is surely a good step in the right direction. After comparing and contrasting SSG/R and SDG-16, this SSR Paper argues that human security lies at the heart of the nexus between the 2030 Agenda of the United Nations (UN) and SSG/R. To do so, it first provides a brief overview of the scholarly and policymaking literature on the development-security nexus to set the background for the adoption of The Agenda 2030. Next, it reviews the literature on SSG/R and SDGs, and how each concept evolved over time. It then identifies the puzzle this study seeks to address by comparing and contrasting SSG/R with SDG-16. After making a case that human security lies at the heart of the nexus between the UN’s 2030 Agenda and SSG/R, this book analyses the strengths and weaknesses of human security as a bridge between SSG/R and SDG-16 and makes policy recommendations on how SSG/R, bolstered by human security, may help achieve better results on the SDG-16 targets. It specifically emphasizes the importance of transparency, oversight, and accountability on the one hand, and participative approach and local ownership on the other. It concludes by arguing that a simultaneous emphasis on security and development is sorely needed for addressing the issues under the purview of SDG-16.

Book excerpt: This monograph determined that political and economic stability are required for Security Sector Reform (SSR) success over the long term. This monograph studied the efforts of the United States in Kenya and Mali to determine if political and economic stability are necessary requirements for SSR success over the long term. This study suggests that states with stable political and economic institutions will benefit from SSR over a longer duration. Kenya was a success case; the United States conducted SSR activities in a relatively stable state resulting in a state that positively affects local and regional security issues. Mali was a failed case; the United States executed SSR activities in a politically and economically unstable state. This instability resulted in a military coup in 2012 with Mali unable to affect security within its own territory or the region, effectively negating SSR efforts by the United States. This study did not determine a threshold for stability in any particular institution but recommends as a start point, a comparison of state institutions in the region to determine stability relative to the regional environment of the targeted state. This study recommends that operational and strategic planners measure political and economic stability prior to executing SSR activities to suggest the probability of SSR success. If SSR activities are required regardless, planners must take measures to ensure some level of stability in the state or risk failure in SSR.The United States has intervened in Africa at the state and regional level for decades to build the security capacity and capability of our partners, stabilize affected regions and secure United States national interests. More often than not, the United States struggles to build lasting security in regions affected by conflict, poor governance, and weak economic systems. A recent example is Mali, where a significant effort to conduct Security Sector Reform (SSR) was undertaken for over a decade to improve security and stability in Mali and the surrounding area. Despite these efforts, the security situation deteriorated in 2012 resulting in a coup and intervention by French forces in 2013. Although the casual observer might believe that Mali failed as a directed result of a weak security apparatus, poor governance contributed to the coup and subsequent intervention by the French government.This study will use the qualitative case study analysis methodology to identify the different outcomes in the case studies. This study will select two states in Sub-Saharan Africa and apply the variables identified in the literature review to determine their effect on SSR success. These case studies will review the political and economic environments of the selected state, United States efforts to improve political and economic stability, and United States SSR efforts in the selected state. The analysis will determine if political and economic stability are present in the selected state and demonstrate a correlation between political and economic stability and SSR success. The analysis section will contrast outcomes in each case study to determine if political and economic stability are required for SSR success. The last section of this monograph will conclude the results and provide recommendations for strategic and operational planners.

Book excerpt: Security sector reform (SSR) is that set of policies, plans, programs, and activities that a government undertakes to improve the way it provides safety, security, and justice. This is a complex and involved task against which Captain Howk evaluates the early international effort to rebuild effective governance in Afghanistan. The purpose of this case study is to document the lessons learned through the development and execution of the SSR program in Afghanistan, with special emphasis from 2002 through 2003. The author has a unique and enviable position from which to observe the inner workings of the highest level commands in Afghanistan-first as an Aide de Camp to then Major General Karl Eikenberry during his first tour in Afghanistan and as the current Aide de Camp to General Stanley McChrystal. This paper is not only a case study, but in effect is a primer on SSR. It critically evaluates the underlying theories of SSR and discusses how SSR should work in an operational environment. The paper concludes by reexamining the development of the strategy and implementation of the SSR effort in Afghanistan. By 2002 it was clear that SSR was an important focus, and it was recognized to be essential for the successful development of economic and governance institutions in Afghanistan. The paper uses the four major elements of the security sector as outlined by D. Hendrickson and A. Karkoszka to focus on seven key objectives. To narrow the scope of the paper, the author details the role of four typical actors involved in SSR: donor nations; recipient state of Afghanistan; multilateral participants such as the United Nations (UN), SSR experts, and nongovernmental organizations; and regional security cooperation entities such as the North Atlantic Treaty Organization and the Association of Southeast Asian Nations. The paper provides an insider's view of the preparation accomplished by the leadership team prior to entering Afghanistan, and then it provides a critical assessment of the SSR activities that were conducted. The paper incorporates an assessment by General Eikenberry in which he assesses the implementation of the SSR Strategy in 2002-03. The author concludes with several lessons learned in communication, staffing, interagency issues, leadership, and implementation, noting several rules of thumb and best practices. Captain Howk recommends that SSR be the single, primary duty for a senior leader so that it does not decline in scope and emphasis, and that planners determine the refined mission objectives and goals for such a position should it be reinstated. He further recommends that the United States create an SSR coordinator on the National Security Council to integrate and synchronize all agencies and departments. Finally, he recommends that we consider former UN Secretary General Lakhdar Brahimi's advice that lead nations remain patient. Afghanistan must be mentored and given every opportunity to succeed.

Book excerpt: Security sector reform (SSR) and transitional justice processes often occur alongside each other in societies emerging from conflict or authoritarian rule, involve many of the same actors, are supported by some of the same partner countries and impact on each other. Yet the relationship between SSR and transitional justice, or “dealing with the past” (DwP) as it is also called, remains underexplored and is often marked by ignorance and resistance. While SSR and transitional justice processes can get into each other’s way, this paper argues that SSR and DwP are intrinsically linked and can complement each other. SSR can make for better transitional justice and vice versa. Transitional justice needs SSR to prevent a recurrence of abuses, an essential element of justice. SSR can learn from transitional justice not only that it is better to deal with rather than ignore an abusive past but also how to address an abusive legacy in the security sector. The validity of these assumptions is tested in two case studies: the police reform process in Bosnia and Herzegovina after 1995 and the SSR process in Nepal after 2006.
