Book excerpt: As the world cooperates to combat climate change, China, as the biggest greenhouse gas emitter, announced that it would launch a national carbon emission trading scheme (ETS) in 2017. Before this national ETS, China had already had seven pilots operated since 2013. These seven pilots are: Beijing, Tianjin, Shanghai, Chongqing, Guangdong, Hubei, Shenzhen, and they are running different ETS system according to their regional specific characteristics. Though the pilots have run for three years, there is limited quantitative research on their environment abatement effect. Most of the existing studies are qualitative and focusing on policy recommendations. This study tries to fill this gap and explore the ETSs impact on CO2 emission reductions quantitatively. I compare ETS pilots with non-ETS provinces, using a fixed effect model and synthetic control methods, to understand the effect of the pilot program on CO2 emissions. My regression results do not show a statistically significant negative relationship between being as ETS and the CO2 emissions. The synthetic control method suggests a negative relationship and a policy effect, after 2011 when the ETS was first announced.

The central government subsequently announced its plans for the full-fledged implementation of ETS in the entire PRC in late 2017. To ensure the success of ETS in the PRC, it is necessary to gain a better understanding of the experiences and lessons learned in the pilot projects. In this paper, we provide a policy overview of the seven pilot projects, including policy design, legislative basis, and market performance. We use the synthetic control method to evaluate the carbon mitigation effect of each of the seven ETS pilots. Our findings are that success has been limited and uneven across the pilot projects, which warrants deeper evaluation of the differences between them and caution in scheme expansion. Results from the analysis also shed light on policy improvements that can benefit the nationwide development of ETS.

The fourth chapter focuses on air pollution in China and the state's response to limit pollution through regional pilot ETSs that may transition into a Chinese national ETS based on the pilot programs' results. The conclusion of the thesis focuses on the potential repercussions of the future implementation of China's national ETS. The thesis concludes that China's selection of an ETS over other policy mechanisms can enhance other nations' confidence in an ETS's ability to reduce emissions without impeding economic growth. The Chinese system can influence future UNFCCC meetings and may facilitate global agreements. Book excerpt: The Chinese government promulgated a carbon emissions trading system (ETS) pilot in 2011 and gradually expanded its scope. Based on energy-related green patent applications in 285 Chinese cities from 2003 to 2018, this study investigates the impact of the ETS pilot on green technology innovation in the energy sector (GTIES). By employing a spatial difference in difference (SDID) model and multi-dimensional empirical tests, our results show, first, that the pilot policy has induced GTIES to a certain extent. Second, ETS has enhanced the green technology innovation ability of both pollution intensive industries and non-pollution intensive industries, and the effect of the pilot policy on pollution intensive industries is twice that on non-pollution intensive industries. Third, the pilot has promoted the development of GTIES in pilot locations but restrained GTIES development in the vicinity. This study provides empirical evidence for the evaluation of the pilot policy at the city-industry-regional level, providing enlightenment on industrial policy and the need for regional collaboration in the presence of spatial spillover effects.

We find that supply factors, including those captured through upstream foreign commodity and producer prices, have been important drivers of non-food inflation, as has foreign demand for Chinese goods. Domestic demand and monetary conditions seem less important, possibly reflecting a large domestic output gap generated by many years of high investment. Inflation varies systemically within China, with richer (and urban) provinces having lower, more stable, inflation, but this urban inflation also influence that in lower-income provinces. Higher Mainland food inflation also raises inflation in non-Mainland China.

However, these improvements are mainly the result of the most readily available abatement options. Given that simple solutions have almost been exhausted, cost-effective market-based instruments such as carbon emissions trading and carbon markets have become the focus of the Chinese leadership's attention and have begun to emerge and develop in China. At this stage the primary issue that must be considered by the Chinese government is how to implement an emissions trading scheme ('ETS') -- whether to adopt such a new environmental policy instrument step by step in an evolutionary manner or whether to fully implement it instantly in a revolutionary way. This article considers the future direction of an emerging carbon market in China. It first provides a comprehensive and up-to-date review of current pilot ETS programs in China. Based on the review of these programs, China's pilot ETS programs and the well-established European Union Emissions Trading Scheme ('EU ETS') are compared. The improvements made by, and the shortcomings of, these pilot programs (which could be considered by the Chinese government in choosing an appropriate development model of the ETS in the near future) are summarised. The article concludes by assessing the prospects of an ETS in China.

The Paris Agreement adopted last December 2015 at the United Nations Framework Convention on Climate Change COP21 aims to restrict global warming to well below 2°C above preindustrial levels and to pursue efforts to reach 1.5°C---which is especially relevant to Asia and the Pacific region given its vulnerability. This knowledge product highlights how robust policies on emissions trading systems (ETS) can be important tools in reducing GHG emissions in a cost-effective manner, as well as supporting the mobilization of finance together with deployment of innovative technologies. There are currently 17 ETSs in place in four continents and account for nearly 40% of global gross domestic product. In Asia and the Pacific region, there are 11 systems operating, with more being planned. The growing wealth of experience on ETSs can be valuable to support DMCs that are planning and designing new systems of their own. This knowledge product summarizes some of the most significant learning experiences to date and discusses some of the solutions to alleviate challenges that have been faced. It also examines the possibilities for future linked carbon markets in the region.

Over the past decade, the carbon emission trading system (ETS) has gradually developed in China. Based on a quasi-natural experiment of China's carbon emission trading market pilot program, a PSM-DDD model is used to test the impact of the policy on the EPS of listed companies which is classified as key GHG emitters in the pilot region from 2009 to 2014, accurately evaluate the impact of the ETS policy, and compares it with the DID method. The empirical results show that the carbon trading pilot policy reduces the EPS of firms, which is due to the higher cost of meeting the emission reduction obligations and the purchase of carbon allowances.
