The Democrats of Maine were inclined to oppose such bills, on the ground that the land was the property of all the States and should not be given away. The protectionists, however, even in the East, approved of distribution bills because they lessened the income of the government and so made a tariff more necessary. The Kennebec Journal said that if a long view were taken, distribution appeared a wise measure, that it would settle the question if anything could and give the old States their just share, which otherwise they would lose. It will secure a great degree of steadiness and permanence in the tariff, ' which is of more importance, if possible, than the rate of duties. Book excerpt: Excerpt from Collections of the Maine Historical Society, Vol. 7 The spelling of the original name of Penobscot was a difficult matter with the early French, in this country, for it was spelled by them, as our late Secretary, Doctor Ballard, discovered, in not far from sixty different ways - Panouamske, Panawanskek, Pamnaouamske, Panahamsequet, Panamske, Panaomske, Panaouamsde, Panaouamske, Panouamske, Panoumsque, Panouske are some of the forms. The English did better; they caught the sound, "Penobscot," and kept it. It is difficult to determine when the English established that pronunciation. We find it thus spelled in Strachey's account of the expedition that sailed from England, in 1606, to establish the Popham Colony. He says that, on the eight of September, "Captain Gilbert with twenty-two others departed in the shallop for the river of Penobscot." Strachey, however, wrote in 1618. Captain John Smith was upon the coast in 1614 and visited Penobscot. The name does not appear in the journal of Weymouth's voyage, in 1605, although it is believed, by many, that the Panobscot was the river he visited. At the time Champlain sailed up the river, in the autumn of 1605, it was called, by the savages, "Pentagoet." In writing it I have tried to keep in mind the needs of students in high schools and academies, for whose use it is particularly designed, and to avoid overloading the text with relatively unimportant details. I am under obligations to numerous State and local officials for information and assistance in matters relating to their respective offices; to Mr. Edward W. Wheeler of Brunswick, Maine, for light on some points of legal procedure and the organization of the party system in the State; and to Mr. John A. Morrill, of Auburn, for his kindness in furnishing me with advance sheets of his revision of the laws of Maine. For historical data relating to the educational system of the State I have drawn largely upon the annual reports of Hon. W. W. Stetson, State Superintendent of Public Schools, particularly the report for 1900.
