As a result, blockchain platforms have been created and others are underdevelopment. The Department of Defense (DoD) needs blockchain platform testbeds so that applicationsbeyond cryptocurrency can be explored. To solve this problem, we decided to construct a small blockchaintestbed. We developed criteria to aid in selecting a blockchain platform for use in a testbed. Then, weevaluated a set of blockchain platforms against our criteria, selected the highest-ranking platform, and usedit to create the testbed. We installed and exercised applications provided by the platform's developers to testits behavior. Study of the services provided by the platform allowed us to propose the design of anapplication that could be tailored for DoD use. The selected blockchain platform, Hyperledger Fabric, washosted in lightweight virtual machines called Docker containers and can be used for design andexperimentation on applications and blockchain networks. This lowered the effort and resources required toconfigure and set up blockchain networks. Hyperledger Fabric is an example of a blockchain platform thatcan support more use cases beyond cryptocurrency

Since 1990, the Government Accountability Office (GAO) has highlighted DoD Weapons Systems Acquisition and Supply Chain Management as two high-risk areas requiring focused effort to meet cost, schedule, and performance goals. Blockchain technology has the potential to advance these goals. Congress agrees. By transforming how we conduct business, the DoD can realize significant benefits from blockchain technology.
