Available in PDF, EPUB and Kindle. Book excerpt: Leading political innovation activist Katherine Gehl and world-renowned business strategist Michael Porter bring fresh perspective, deep scholarship, and a real and actionable solution, Final Five Voting, to the grand challenge of our broken political and democratic system. Final Five Voting has already been adopted in Alaska and is being advanced in states across the country. The truth is, the American political system is working exactly how it is designed to work, and it isn't designed or optimized today to work for us—for ordinary citizens. Most people believe that our political system is a public institution with high-minded principles and impartial rules derived from the Constitution. In reality, it has become a private industry dominated by a textbook duopoly—the Democrats and the Republicans—and plagued and perverted by unhealthy competition between the players. Tragically, it has therefore become incapable of delivering solutions to America's key economic and social challenges. In fact, there's virtually no connection between our political leaders solving problems and getting reelected. In The Politics Industry, business leader and path-breaking political innovator Katherine Gehl and world-renowned business strategist Michael Porter take a radical new approach. They ingeniously apply the tools of business analysis—and Porter's distinctive Five Forces framework—to show how the political system functions just as every other competitive industry does, and how the duopoly has led to the devastating outcomes we see today. Using this competition lens, Gehl and Porter identify the most powerful lever for change—a strategy comprised of a clear set of choices in two key areas: how our elections work and how we make our laws. Their bracing assessment and practical recommendations cut through the endless debate about various proposed fixes, such as term limits and campaign finance reform. The result: true political innovation. The Politics Industry is an original and completely nonpartisan guide that will open your eyes to the true dynamics and profound challenges of the American political system and provide real solutions for reshaping the system for the benefit of all. Available in PDF, EPUB and Kindle. Book excerpt: The second edition of Legislative Leviathan provides an incisive new look at the inner workings of the House of Representatives in the post-World War II era. Re-evaluating the role of parties and committees, Gary W. Cox and Mathew D. McCubbins view parties in the House - especially majority parties - as a species of 'legislative cartel'. These cartels seize the power, theoretically resident in the House, to make rules governing the structure and process of legislation. Most of the cartel's efforts are focused on securing control of the legislative agenda for its members. The first edition of this book had significant influence on the study of American politics and is essential reading for students of Congress, the presidency, and the political party system.

Book excerpt: The little understood yet great power of impeachment lodged in the Congress is dissected in this text through history by Raoul Berger, a leading scholar on the subject. He sheds new light on whether impeachment is limited to indictable crimes, on whether there is jurisdiction to impeach for misconduct outside office, and on whether impeachment must precede indictment. Berger also finds firm footing in contesting the views of one-time Judge Robert Bork and President Nixon's lawyer, James St Clair.

Book excerpt: Providing a comprehensive examination of the origins, development, and status of committees and committee systems in both the House and Senate, this edition carries on the book′s tradition of comprehensive coverage, empirical richness, and theoretical relevance in its discussion of these essential and distinguishing features of our national legislature. While the second edition focused on the "post-reform" committee systems, addressed the shifts in the internal distribution of power, and hinted at the forces that had already begun to undermine the power of committees, this edition updates that analysis and looks at the reforms that evolvied under the Republicans. It offers complete coverage of the rules and structural changes to the House and Senate committee systems. It extends its discussion of committee power and influence in the context of the "Contract with America," Republican reforms, and the inter-party warfare on Capitol Hill.

Available in PDF, EPUB and Kindle. Book excerpt: The Speaker of the House of Representatives is the most powerful partisan figure in the contemporary U.S. Congress. How this came to be, and how the majority party in the House has made control of the speakership a routine matter, is far from straightforward. Fighting for the Speakership provides a comprehensive history of how Speakers have been elected in the U.S. House since 1789, arguing that the organizational politics of these elections were critical to the construction of mass political parties in America and laid the groundwork for the role they play in setting the agenda of Congress today. Jeffery Jenkins and Charles Stewart show how the speakership began as a relatively weak office, and how votes for Speaker prior to the Civil War often favored regional interests over party loyalty. While struggle, contention, and deadlock over House organization were common in the antebellum era, such instability vanished with the outbreak of war, as the majority party became an "organizational cartel" capable of controlling with certainty the selection of the Speaker and other key House officers. This organizational cartel has survived Gilded Age partisan strife, Progressive Era challenge, and conservative coalition politics to guide speakership elections through the present day. Fighting for the Speakership reveals how struggles over House organization prior to the Civil War were among the most consequential turning points in American political history.
