With the aim of contributing to the controversy, these studies interject a sociological approach that intends to analyze genocide as a social practice, a particular way of configuring the relations between men and social groups in the "Nation States" of modernity, a current and present practice, almost daily, in this universe that appears in the 21st century. Using categories of authors such as Michel Foucault, Antonio Gramsei, Jean Piaget or Theodor Adorno, it is intended to advance in the understanding of genocidal relations (the construction of social subjects - victims, murderers, witnesses -, the stages implemented for their realization, the configurations, territorial and symbolic that made possible these types of practices, the psychological and sociological mechanisms used to "break" the material and moral resistance of the victimized bodies). On the hand, an attempt is made to carry out a critical analysis of the forms of political and armed resistance (particularly, in the case of the Jewish communities, of the ghettos), as a trigger to discuss the possibilities of realizing a counterhegemonic power in one of the historical circumstances where the mere idea of a resistance appeared as a dream practically impossible.

Book excerpt: En El genocidio como práctica social se articulan dos genocidios de modo original: el ejecutado por el nazismo entre 1933 y 1945, con sus diferentes modalidades, objetivos y momentos, y el ocurrido en la Argentina entre 1974 y 1983, antes de y durante la última dictadura militar. La elección de ambos hechos históricos determina una trama narrativa y argumentativa no explicitada con anterioridad en el abordaje de las prácticas genocidas de la segunda mitad del siglo xx. Daniel Feierstein considera que ambos procesos no fueron sucesos excepcionales en la historia contemporánea, productos de meros arrebatos o el retorno del salvajismo y la irracionalidad, sino ejemplos de peculiares tecnologías de poder. Como tales, no se limitaron al aniquilamiento de colectivos humanos; también fueron capaces de "reorganizar" las relaciones sociales hegemónicas mediante la construcción de una otredad negativa, el hostigamiento, el aislamiento, el debilitamiento sistemático, el aniquilamiento material y la realización simbólica. Luego de legitimar el uso del término "genocidio" para el caso argentino, el autor propone una nueva tipología de las prácticas sociales genocidas y prueba la continuidad entre el nazismo, primer genocidio reorganizador, y el autodenominado "Proceso de Reorganización Nacional". A partir de testimonios de sobrevivientes de ambas experiencias, analiza el dispositivo fundamental de la práctica social genocida, el campo de concentración, y sus consecuencias sobre las víctimas directas y sobre el conjunto de la sociedad. Así, en la Argentina de los años ochenta y noventa, la desconfianza hacia el otro, la ausencia de reciprocidad, el terror y el escepticismo para adoptar posiciones críticas fueron los modos sociales hegemónicos. "Sin una fuerte transformación de nuestros procesos de construcción identitaria –concluye Feierstein–, sin una reformulación de los límites de nuestra responsabilidad ante el otro, sin entender que somos parte inescindible de las prácticas sociales que se desarrollan en las sociedades en las que habitamos y, por lo tanto, responsables morales por sus efectos, no será viable la posibilidad de desterrar al genocidio."

Daniel Feierstein se concentra aquí en la facultad de juzgar, particularmente en su realización institucional: los juicios penales. Using case studies based on the regimes of Argentina, Chile, Guatemala, Peru and Uruguay, this book shows how U.S foreign policy – far from promoting long term political stability and democratic institutions – has actually undermined them. The first part of the book is an inquiry into the larger historical context in which the development of an unequal power relationship between the United States and Latin American and Caribbean nations evolved after the proliferation of the Monroe Doctrine. The region came to be seen as a contested terrain in the East-West conflict of the Cold War, and a new US-inspired ideology, the ‘National Security Doctrine’, was used to justify military operations and the hunting down of individuals and groups labelled as ‘communists’. Following on from this historical context, the book then provides an analysis of the mechanisms of state and genocidal violence is offered, demonstrating how in order to get to know the internal enemy, national armies relied on US intelligence training and economic aid to carry out their surveillance campaigns. This book will be of interest to students of Latin American politics, US foreign policy, human rights and terrorism and political violence in general. Marcia Esparza is an Assistant Professor in Criminal Justice Department at John Jay College of Criminal Justice in New York City. Henry R. Huttenbach is the Founder and Chairman of the International Academy for Genocide Prevention and Professor Emeritus of City College of the City University of New York. In Genocide as Social Practice, social scientist Daniel Feierstein looks at the policies of state-sponsored repression pursued by the Argentine military dictatorship against political opponents between 1976 and 1983 and those pursued by the Third Reich between 1933 and 1945. He finds similarities, not in the extent of the horror but in terms of the goals of the perpetrators. The Nazis resorted to ruthless methods in part to stifle dissent but even more importantly to reorganize German society into a Volksgemeinschaft, or people’s community, in which racial solidarity would supposedly replace class struggle. The situation in Argentina echoes this. After seizing power in 1976, the Argentine military described its own program of forced disappearances, torture, and murder as a “process of national reorganization” aimed at remodeling society on “Western and Christian” lines. For Feierstein, genocide can be considered a technology of power—a form of social engineering—that creates, destroys, or reorganizes relationships within a given society. It influences the ways in which different social groups construct their identity and the identity of others, thus shaping the way that groups interrelate. Feierstein establishes continuity between the “reorganizing genocide” first practiced by the Nazis in concentration camps and the more complex version—complex in terms of the symbolic and material closure of social relationships —later applied in Argentina. In conclusion, he speculates on how to construct a political culture capable of confronting and resisting these trends. First published in Argentina, in Spanish, Genocide as Social Practice has since been translated into many languages, now including this English edition. The book provides a distinctive and valuable look at genocide through the lens of Latin America as well as Europe.
