Book excerpt: The Committee's report examines issues relating to the 2006 EC Budget and seeks to scrutinise the UK Government's position before the European Commission's preliminary draft budget is considered at the Budget Council on 15 July 2005. The Government has highlighted four priorities for the 2006 Budget, to ensure overall budget discipline; to make realistic forecasts for Common Agricultural Policy and Structural Fund payments; to scrutinise the financing of external actions (such as external relations, development assistance to non-EU countries and humanitarian aid); and to achieve administration costs savings. The report also considers issues regarding the Financial Perspective and the UK rebate. Conclusions drawn include support for the UK position that unless there is real reform of the CAP, the UK rebate should remain.

Book excerpt: Government failure is affecting everyone. The single mum worried sick by a tax credit demand from HMRC to 'repay' thousands of pounds she never received; the family whose holiday was ruined because the Passport Office couldn't issue passports in time; the school that couldn't open at the start of term because CRB checks were being carried out by an organisation in meltdown; the farmers led to bankruptcy and even suicide by a Kafkaesque system for administering farm payments; and rail operators facing an uncertain future because the Department for Transport inadvertently landed the whole rail franchising system in chaos. Why is government getting it so wrong? Richard Bacon and Christopher Hope delve into the astonishing world of cock-ups and catastrophes and ponder why those at the top continue to fall short.

Book excerpt: This report is about the need for the Commission and Member States to take action in order to prevent the Single Market project from failing to achieve expectations. Increased competition, lower prices and a wider choice of products and services are the potential benefits to consumers; access to an enormous home market is the potential benefit to business. In reality the failure of Member States to implement important legislation has maintained barriers and prevented the fuller completion of the Single Market. This failure is aggravated by the growing trend towards economic protectionism in a number of Member States. Misguided attempts to protect domestic industries and safeguard national jobs are preventing consumers and businesses from reaping the full benefits of a truly open Single Market. The EU needs to reassess the tools it uses. The legislative route is not always the most effective means for achieving Single Market goals. The increased use of other, non-legislative tools will help to overcome the difficulties of legislating for an expanded EU. National Regulatory Authorities (NRAs) must be independent of government, especially where governments have financial interests in the major market operator or national incumbent. There is no need for a 'super-regulator' at EU-level in any of the sectors considered in this inquiry: energy, telecommunications and financial services. Achieving consistent implementation begins with effective policy-making based on detailed sector-specific understanding. Currently very few SMEs are engaged in cross-border activity and this is largely due to the regulatory barriers which remain in place, and the lack of reliable information to assist businesses. The Committee welcomes the objective of engaging small business in the Single Market.

Book excerpt: This text provides an examination of the aetiological development of forensic criminology in the UK. It links the subjects of scientific criminology, criminal investigations, crime scene investigation, forensic science and the legal system and it provides an introduction to the important processes that take place between the crime scene and the courtroom. These processes help identify, define and label the ‘criminal’ and are crucial for understanding any form of crime within society. The book includes sections on: • the epistemological and ontological philosophies of the natural sciences; • the birth of scientific criminology and its search for the criminal ‘body’; • the development of early forms of forensic science and crime scene investigation; • investigating crime; • information, material and evidence; • crime analysis and crime mapping; • scientific support and crime scene examination; and • forensic science and detection methods and forensics in the courtroom. The text combines coverage of historical research and contemporary criminal justice processes and provides an introduction to the most common forensic practices, procedures and uses that enable the identification and successful prosecution of criminals. Forensic Criminology is essential for students of criminology, criminal justice, criminal investigations and crime science. It is also useful to those criminal justice practitioners wishing to gain a more in-depth understanding of the links between criminology, criminal investigations and forensics techniques.

Book excerpt: On 28 June 2007, the Prime Minister announced changes to the machinery of Government that had an impact upon the select committee system within the House of Commons. As a result, the Science and Technology Select Committee will be dissolved and replaced by a new Innovation, Universities and Skills Select Committee at the beginning of the next session of Parliament. This Report explains the role that the Science and Technology Committee has played within Parliament and the science community. It outlines the Committee's innovations, its impact and concerns regarding future science scrutiny in the House of Commons. It concludes that, in the long term, a separate Science and Technology Committee is the only way to guarantee a permanent focus on science across Government within the select committee system and recommends that the House be given an opportunity to revisit this issue.

Available in PDF, EPUB and Kindle. Book excerpt: Regulation is often thought of as an activity that restricts behaviour and prevents the occurrence of certain undesirable activities, but the influence of regulation can also be enabling or facilitative, as when a market could potentially be chaotic if uncontrolled. This Handbook provides a clear and authoritative discussion of the major trends and issues in regulation over the last thirty years, together with an outline of prospective developments. It brings together contributions from leading scholars from a range of disciplines and countries. Each chapter offers a broad overview of key current issues and provides an analysis of different perspectives on those issues. Experiences in different jurisdictions and insights from various disciplines are drawn upon, and particular attention is paid to the challenges that are encountered when specific approaches are applied in practice. Contributors develop their own distinctive arguments relating to the central issues in regulation and apply scholarly rigour and clear writing to matters of high policy-relevance. The essays are original, accessible, and agenda-setting, and the Handbook will be essential reading both to students and researchers and to with regulatory and regulated professionals.

Available in PDF, EPUB and Kindle. Book excerpt: Lurid headlines on every aspect of migration have been a consistent feature of the last decade, from worries over asylum seekers to concerns about unprecedented economic immigration from Eastern Europe. This book presents the first comprehensive account of government policy on immigration over the last ten years, providing an in-depth analysis of policy and legislation since Tony Blair and New Labour were first elected. The account begins by placing policy change under Labour in their proper historical context, before examining the key policy themes - economic migration; security; integration; asylum; delivery - of the last decade. Through an analysis of such policy themes, the author contends that immigration policy has undergone an intense and innovative transformation in the period from May 1997 to May 2007. Arguing that a more plural system of governance exists, the author challenges traditional accounts of policy development. By addressing the various influences on immigration policymaking, from globalisation, the European Union and the law, to politics, the media and the networks of special interests, he seeks to provide a holistic explanation for the transformation of immigration policy. The author concludes with an evaluation of Labour's immigration reforms, and whether government policy can be judged a success. The book will be of interest to policymakers, academics, students studying immigration, and readers interested in serious current affairs.
