Book excerpt: How the NSF became an important yet controversial patron for the social sciences, influencing debates over their scientific status and social relevance. In the early Cold War years, the U.S. government established the National Science Foundation (NSF), a civilian agency that soon became widely known for its dedication to supporting first-rate science. The agency's 1950 enabling legislation made no mention of the social sciences, although it included a vague reference to "other sciences." Nevertheless, as Mark Solovey shows in this book, the NSF also soon became a major--albeit controversial--source of public funding for them.

Book excerpt: The international system is becoming increasingly legalized, with legal arguments and legal advisors playing an increasingly important part in the state policymaking process. Presenting a practice-oriented theory of compliance with international law, this book shows how international law affects the behavior of increasingly lawyerized states in an ever more legalized world. By highlighting the legalization of international legitimation and the lawyerization of policymaking as the new engines of compliance, the book’s analytical framework rethinks the relationship between state behavior and international law, and provides an empirical focus on security through the study of NATO’s military intervention in Yugoslavia in 1999 and the changes in the US detention and interrogation programs in the "War on Terror." Relying on primary sources, the author demonstrates the effect of lawyerized decision making on international law compliance, reconstructing the strategies of (de-)legitimation used to show that international law is the hegemonic frame of reference in interstate debates. This book will be of interest to scholars of international relations, government studies, foreign service studies and lawyers employed in government work.

Book excerpt: "Whaling Diplomacy is the only book that addresses all of the substantive issues relating to the conservation of whales through the International Whaling Commission (IWC). It covers the law, policy, science and philosophy at the heart of each element of the debate, discussing how it has developed, the current problems that beset it and what is necessary for the future. Together, all of the issues involved in whaling form a single crucible through which the future of conservation in international environmental law is being debated." "Students of law, politics, environmental economics and philosophy will find this book of great value for its cutting-edge relevance over the three disciplines. Policymakers will also find it of interest for the insight into one of the most controversial conservation debates of our time."--BOOK JACKET.

Available in PDF, EPUB and Kindle. Book excerpt: Shock wave-boundary-layer interaction (SBLI) is a fundamental phenomenon in gas dynamics that is observed in many practical situations, ranging from transonic aircraft wings to hypersonic vehicles and engines. SBLIs have the potential to pose serious problems in a flowfield; hence they often prove to be a critical - or even design limiting - issue for many aerospace applications. This is the first book devoted solely to a comprehensive, state-of-the-art explanation of this phenomenon. It includes a description of the basic fluid mechanics of SBLIs plus contributions from leading international experts who share their insight into their physics and the impact they have in practical flow situations. This book is for practitioners and graduate students in aerodynamics who wish to familiarize themselves with all aspects of SBLI flows. It is a valuable resource for specialists because it compiles experimental, computational and theoretical knowledge in one place.

Book excerpt: This third edition is a comprehensive manual of the rules of procedure and conduct of business at the UN General Assembly, at international conferences and at assemblies of inter-governmental organisations such as the World Health Organization. It examines the legal basis of these rules, the history of their development and the attempts at their codification. At the heart of the book is an examination of the practical applications of rules of procedure. Procedural rulings, updated to October 2016, are quoted from the records of UN General Assembly meetings, from assemblies of international organisations and from treaty-making conferences. This book is of interest to those involved in international law, international relations and international organisations. It also serves as an indispensable practical guide for delegates to the UN General Assembly and to international inter-governmental conferences. The first edition of this book was awarded the American Society of International Law 'Special Award'.

Book excerpt: In the spring of 1954, after eight years of bitter fighting, the war in Vietnam between the French and the communist-led Vietminh came to a head. With French forces reeling, the United States planned to intervene militarily to shore-up the anti-communist position. Turning to its allies for support, first and foremost Great Britain, the US administration of Dwight D. Eisenhower sought to create what Secretary of State John Foster Dulles called a “united action” coalition. In the event, Winston Churchill's Conservative government refused to back the plan. Fearing that US-led intervention could trigger a wider war in which the United Kingdom would be the first target for Soviet nuclear attack, the British Foreign Secretary, Anthony Eden, was determined to act as Indochina peacemaker – even at the cost of damage to the Anglo-American “special relationship”. In this important study, Kevin Ruane and Matthew Jones revisit a Cold War episode in which British diplomacy played a vital role in settling a crucial question of international war and peace. Eden's diplomatic triumph at the 1954 Geneva Conference on Indochina is often overshadowed by the 1956 Suez Crisis which led to his political downfall. This book, however, recalls an earlier Eden: a skilled and experienced international diplomatist at the height of his powers who may well have prevented a localised Cold War crisis escalating into a general Third World War.
