The report considers the impact of EU enlargement on both economic growth and the stability and security of the EU's neighbourhood. The Committee also consider the increasing 'nationalisation' of the enlargement process and how the EU and the Commission should tackle bilateral issues, such as the 'name issue' between Greece and the Former Yugoslav Republic of Macedonia. EU enlargement provides benefits for both existing and new Member States. However, with the current economic difficulties in Europe, it has become less of a priority. It is important the EU does not lose sight of the benefits enlargement can bring. The UK, for example, aims to export its way out of recession and a larger single market can only help that effort. It is also vital that the EU abides by its own rules when taking in new members. The Committee believes the Copenhagen criteria set the bar at the right level and they must be properly applied to any future candidates for EU membership. Failure to do this in the case of Bulgaria and Romania led to a scramble to bring those countries up to speed after accession. That cannot be allowed to happen again.

Book excerpt: The Ministry of Justice is on track to make a significant and rapid reduction to the amount that it spends on civil legal aid. However, it introduced major changes on the basis of no evidence in many areas, and without making good use of the evidence that it did have in other areas. It has been slow to fill the considerable gaps in its understanding, and has not properly assessed the full impact of the reforms. Almost two years after the reforms, the Ministry is still playing catch up: it does not know if those still eligible are able to access legal aid; and it does not understand the link between the price it pays for legal aid and the quality of advice being given. Moreover, the Ministry's approach to implementing the reforms has inhibited access to mediation for family law cases which can be a cost-effective alternative to court for resolving disputes. Amazingly, it failed to foresee that removing legal aid funding for solicitors would reduce the number of referrals to family mediation. Perhaps most worryingly of all, it does not understand, and has shown little interest in, the knock-on costs of its reforms across the public sector. It therefore does not know whether the projected £300 million spending reduction in its own budget is outweighed by additional costs elsewhere. The Department therefore does not know whether the savings in the civil legal aid budget represent value for money

Whilst the Committee agrees there is a leadership role for the EU in furthering the cause of increased equality in the boardroom, quotas would risk setting back voluntary efforts without achieving broader gains, and the Government should strongly oppose any such measure. The Committee instead calls on the European Commission to bring forward measures to monitor the number of women in senior positions on an EU-wide basis. The Commission should also facilitate self-regulatory efforts in Member States which can highlight good and bad performers, giving voluntary efforts a chance to succeed, before quotas are considered.

Book excerpt: There is tension between the twin goals of ensuring a flow of high quality students into the UK and ensuring and maintaining public confidence in the immigration system. The Home Office, through the UK Border Agency, introduced Tier 4 of the Points Based System for student immigration in March 2009 to control the entry of students from outside the European Economic Area. The Agency, however, implemented the new system before proper controls were in place and removed the controls it relied on under the old system. The controls gap enabled a surge in student visas and, in 2009 an estimated 40,000 to 50,000 additional migrants came to the UK to work rather than study. The Agency has had to spend the subsequent three years amending rules and procedures in an effort to reduce abuse. This constant change has made it very difficult and costly for students and education institutions to keep up to date with the increasingly complex set of rules and guidance that has emerged. The Government expected that clamping down on abuse of student visas would play a part in reducing net migration. However the measurement of net migration is still based on inaccurate International Passenger Survey data. The e-Borders system for counting all migrants in and out of the UK will not be in place fully until 2015 at the earliest. It would also be more informative to also report net migration statistics excluding students, as a number of other comparable countries do

Nutrient reference values (NRVs) are a set of values used in nutrition labelling; they are derived from authoritative recommendations for daily nutrient intake. This publication documents the process and decisions involved in reviewing the Codex NRVs for protein, vitamins and minerals and provides a valuable record of many years of original and complex technical work. The Codex Alimentarius, or "Food Code" is a collection of standards, guidelines and codes of practice adopted by the Codex Alimentarius Commission. The Commission, also known as CAC, is the central part of the Joint FAO/WHO Food Standards Programme and was established by the Food and Agriculture Organization of the United Nations (FAO) and World Health Organization (WHO), to protect consumer health and promote fair practices in food trade. Drawing from primary evidence from several countries and one region that historically managed their own healthy food data and reported on national nutrient intake values, the review, which ended in 2016, will play a role in informing the general population about healthy eating for the next 10-20 years and forms the basis for establishing a suite of required NRVs for more specific population groups, the first of which are older infants and young children.
