Book excerpt: Following up actions taken by auditees as a result of audit recommendations is a key element in the cycle of accountability. This report reviews the actions taken by the European Commission and assesses the extent to which it has implemented the audit recommendations in seven of the Court's Special Reports selected from the period 2003-09, which cover three budgetary areas: agriculture, energy and external actions. The Court found that the Commission had taken action to implement the Court's recommendations and that of the 45 recommendations requiring implementation, 13 (29%) had been fully implemented, one (2%) had not been implemented, a further 22 (49%) had been implemented in most respects and nine (20%) had been implemented in some respects. Accordingly, the Commission needs to take some further steps to fully address these recommendations.

Book excerpt: "The 2008 financial crisis focused attention on the credit rating agencies and their impact on financial markets. At the time, there was very little regulation of the agencies in Europe. In 2011, the European Securities and Markets Authority (ESMA) was created to register, monitor and supervise them. This report examines whether ESMA has successfully established itself as the credit rating agencies watchdog for the EU. We conclude that while ESMA has laid down good foundations, its rules and guidelines are not yet complete and significant risks remain to be addressed in the future."--Publisher's description.

Book excerpt: "The court examined how the European Commission (EC) and the European External Action Service (EEAS) planned and managed development assistance to the Central Asian republics (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) in the period 2007-2. In challenging circumstances, planning and allocation of assistance were generally satisfactory. Implementation was less so. The court makes a number of recommendations. The EC and the EEAS should design any future regional programmes so that they are likely to achieve a genuine regional dimension. They should concentrate all assistance provided on a small number of sectors. For any continuing budget support programmes, they should define and apply robust and objectively verifiable conditions, in particular giving sufficient attention to support for anti-corruption mechanisms."-- Page [4] of cover.

The current report presents the results of the Court's second review of the Commission's follow-up of a sample of 62 recommendations from 10 Special Reports from the period 2006-10.On the basis of its review the Court concludes that the Commission adequately follows up the Court's recommendations. The review of the sample showed that the Commission has implemented 83% of the Court's recommendations, either fully or in most respects, which has contributed towards improving the financial management in a number of areas of the EU budget." -- Page [4] of cover.

Available in PDF, EPUB and Kindle. Book excerpt: The Democratic Republic of the Congo is one of the main beneficiaries of EU support, with about 1.9 billion euro of assistance provided between 2003 and 2011. In this report, the European Court of Auditors assessed if the Commission and the EEAS managed effectively EU support for governance and whether this support achieved its planned results. It focused on key areas of governance: the electoral process, justice and police, public finance management reforms and the decentralisation process. It concludes that EU support has been set within a generally sound cooperation strategy, addressing main needs, but progress has been slow, uneven and overall limited. Sustainability was an unrealistic prospect for most projects examined. This was in part due to the fragile country context but also due to shortcomings in the way in which the Commission and the EEAS have managed their cooperation with the DRC. -- EU Bookshop.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.
