This book was released on 2003-08-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: The proposal for an Asia-Pacific-wide free trade agreement is one of the oldest ideas for promoting mutually beneficial regional cooperation dating back to the mid-1960s. In more recent times, the idea has found new support for two main reasons: as a plan B to the stumbling Doha Development Agenda (DDA) round of WTO negotiations; and as a solution to the noodle bowl of bilateral agreements in the region. This report assesses the political feasibility of the Free Trade Area of the Asia-Pacific (FTAAP) proposal and looks at alternative modalities for achieving free trade and investment in the Asia-Pacific. The report includes trade policy perspectives from the three largest economies of the region: the United States, China and Japan, lessons from similar proposals such as the Free Trade Area of the Americas (FTAA), possible convergence among the many preferential trade agreements (PTAs) in the region, and alternative approaches to regional economic integration.

Available in PDF, EPUB and Kindle. Book excerpt: The Asia-Pacific Economic Cooperation (APEC) was founded in 1989. Since then the forum has developed into a major player in tri-partite relations between North America, East Asia and Europe. The Seattle and Bogor Summits were landmark events suggesting to many observers a gravitational shift in the world economy and world politics. Yet the Asian financial crisis had a sobering effect on high-flying expectations as APEC contributed little to crisis management. In the light of such contradictory performance, distinguished scholars here examine APEC's achievements and failures, its role and functions in international relations, its linkages with regional organisations and the interplay between the forum and national interests of major factors in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Over the next four years, the Obama administration will face a series of strategic choices in forging policies to respond to a growing momentum for advances in Asian regional structures. Though faced with domestic political challenges; not least from within his own Democratic party - President Obama and his advisers will need to set a course for the reassertion of US leadership in constructing a trans-Pacific vision, through new US-based free trade agreements, signing on to existing agreements such as the P-4 (Singapore, New Zealand, Brunei, the Philippines), or consolidating existing free trade agreements among Asia Pacific Economic Cooperation (APEC) nations. In pursuing this vision, the US should take advantage of the fact that the next three APEC leaders meetings are in Singapore (2009), Japan (2010), and the USA (2011); a sequence ripe for synergistic teamwork.

Available in PDF, EPUB and Kindle. Book excerpt: In its first ten years, what has the Asia-Pacific Economic Cooperation (APEC) accomplished? Has the 21-member forum - including the United States, Japan, China, Mexico, and most of Southeast Asia -- fulfilled its promise? To answer these vital questions, leading scholars at APEC Study Centres from thirteen APEC member economies undertook detailed studies of such central issues as trade in services, investment policy, human resource development, food and agriculture, energy, and financial stability. The findings are summarized in a policy report, "Learning From Experience", that has received wide praise and close scrutiny from senior government officials. The report concludes that APEC has successfully established itself as a world-class forum that has contributed to the affirmation of a coherent set of positive ideas. However, the report notes shortcomings in each of the critical areas of trade and investment liberalization, economic and technical cooperation, and institutional structure, and offers remedial policy recommendations to improve APECs future performance. This volume contains both the policy report and the issue studies. It is the product of the APEC International Assessment Network (APIAN), a collaborative, independent project among participating APEC Study Centres to track and assess the design and execution of key APEC initiatives.

Book excerpt: Ippei Yamazawa is one of the fathers to the study of Asia-Pacific regional cooperation in Japan and has contributed hugely to the development and work of APEC over many years. APEC is a crucial trans-regional arrangement that draws the United States into constructive economic engagement with East Asia. This book makes it clear why APEC remains such a crucial element of regional economic architecture and defines an agenda going forward to which regional leaders should aspire. Here is a first rate exposition of the priorities for regional cooperation in Asia and the Pacific. --Peter Drysdale, Professor Emeritus, Australian National University

Book excerpt: This volume is divided into two parts. It begins with several articles that address the broad question of the value and dangers of choosing regional or subregional solutions rather than relying on global ones. Subsequent articles give greater perspective on the international and historical context of APEC, and examine preconditions for APEC's success. Rounding out Part I is a series of articles that focus on perhaps the greatest challenge to the willing engineers of a new order in Asia, the challenge of leadership. Leadership includes, of course, exercising influence. Just as importantly, it entails articulating a strategic vision of how the institution can contribute simultaneously to Asia's and America's wellbeing, and how it can complement other international arrangements. The authors of Part II explore the range of issues that APEC or other new institutions might take on. These issues should not be confined to the economic realm, according to key specialists and policymakers. Articles examine trade and investment liberalization, intellectual property rights, and the possibility of an Asian-Pacific free trade agreement. Several focus on American aid and trade restrictions that place American companies and workers at a competitive disadvantage. Contending values in United States foreign policy -- democracy and human rights versus unfettered economic relations -- are confronted head on. The final section focuses on the importance and relevance of security issues to APEC.
