The Agricultural Resource Management Survey of corn growers for the year 2005 and the 2008 survey of dry mill ethanol plants are used to estimate the net energy balance of corn ethanol. This report measures all conventional fossil fuel energy used in the production of 1 gallon of corn ethanol. The ratio is about 2.3 BTU of ethanol for 1 BTU of energy inputs, when a portion of total energy input is allocated to byproduct, and fossil fuel is used for processing energy. The ratio is somewhat higher for some firms that are partially substituting biomass energy in processing energy. Charts and tables.

The subcontractor used experience, contacts, and involvement in the dry grind corn ethanol industry and established an estimate of industry averages for new state-of-the-art mills. The subcontractor has also reported on the expected future trends of the corn ethanol dry grind industry. Capital costs for corn dry grinds have increased significantly with the recent building boom for new capacity but are expected to fall in the coming years due to an anticipated drop in demand. Once the plants currently under construction are completed, ethanol production capacity from corn will approach 15 billion gallons, which is widely regarded as the maximum feasible. Technological advances for the future will most likely see the adoption of fractionation technology by more plants, which will allow the production of higher value co-products than DDGS.

Book excerpt: Model results indicate an expected average marketing year price of $4.97 per bushel and a price volatility of 17.5% without the 10 billion gallon EISA mandate but with maintenance of the $0.51 per gallon tax credit. Imposition of the mandate increases the expected price by 7.1% and price volatility by 12.1%. The effects of the mandate are modest as ethanol production would average 9.5 billion gallons without the mandate because of high gasoline prices. The mandate is binding with a probability of 37.8%, which indicates that an additional tax or subsidy will be needed to ensure that the mandate is met. High corn prices caused by drought can cause the mandate to bind. Fixing 2008 corn yields at extreme drought levels increases expected corn prices to $6.59 per bushel without a mandate and to $7.99 per bushel with the EISA mandate. An average additional subsidy of $0.73 per gallon of ethanol would be needed to ensure that the mandate is met in this drought scenario.
