Download or read book Understanding Government Budgets written by R. Mark Musell and published by Routledge. This book was released on 2019-08-13 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public budgets follow rules of presentation and use terms that make sense to few outside the world of public finance. Moreover, practices vary widely among the thousands of governments across the globe, between federal, state, and local levels of government in the United States, and among nonprofit organizations, many of which provide services similar to governments. Understanding Government Budgets, Second Edition offers a detailed examination of each of the different types of information found in budgets, featuring annotated examples from a variety of organizations. It expands on explanations in the previous edition by including a wealth of examples from governments abroad and from the nonprofit sector. The book stresses that the choices made about content, format, and organization influence the story a budget tells. Designed to help citizens, students, and policy makers become more informed users of public budgets, this book makes the format of budgets and the information they contain accessible and understandable, providing users with the tools they need to make better sense of public organizations and their performance. Complete with online instructor support material including sample problems, in-class exercises, and discussion questions for each chapter, Understanding Government Budgets, Second Edition is perfect for undergraduate or graduate-level courses in budgeting and public administration, and offers a useful guide to budgets for citizens with an interest in how government operates.

Book Synopsis The Oxford Handbook of State and Local Government Finance by : Robert D. Ebel
Download or read book The Oxford Handbook of State and Local Government Finance written by Robert D. Ebel and published by Oxford University Press. This book was released on 2012-03-21 with total page 1057 pages. Available in PDF, EPUB and Kindle. Book excerpt: State and local government fiscal systems have increasingly become vulnerable to economic changes. Over the past three decades, state and local deficits during economic recession have been larger and deeper each time. The impact of the Great Recession and its aftermath of feeble growth and lingering high unemployment has been dramatic both in scope and intensity. Before the crisis, long-term structural deficits were persistent for both individual governments and the entire sector as spending plans and patterns outpaced governments' revenue-generating capacity. The revenue systems of these governments eroded while the workloads and scope on the expenditure side of the state and local system budget continued to grow. This handbook evaluates the persistent problems in the fiscal systems of state and local governments and what can be done to solve them. It contains 35 chapters authored by 60 practitioners and academics who are renowned scholars in state and local finance. Each chapter provides a description of the discipline area, examines major developments in policy, practices and research, and opines on future prospects. The chapters are divided into four sections. Section I is a systematic discussion of the institutional, economic, and political framework that provides a background for understanding the structure and financial performance of the state and local sector. The chapters in Section II provide an overview of the various components of state and local revenue systems and how they reacted to the Great Recession. They analyze the diverse forms of taxes and charges in detail, prescribe remedies and alternatives, and examine the implications for future revenue performance. Chapters in Section III turn to spending, borrowing and financial management in the state and local sector. The focus is on the big six service delivery sectors: education, health care, human services, transportation, pensions, and housing. Section IV is a set of chapters that look ahead and speculate about how the state and local government sector's money-raising, spending, and service delivery structures will adjust to the new circumstances.
Book Synopsis The Oxford Handbook of the Economics of Gambling by : Leighton Vaughan Williams
Download or read book The Oxford Handbook of the Economics of Gambling written by Leighton Vaughan Williams and published by Oxford University Press. This book was released on 2013-11-12 with total page 740 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is growing interest among academics and policymakers in the economics of gambling, which has been stimulated by major regulatory and tax changes in the U.S., U.K. Continental Europe, Asia, Australia and elsewhere. Unfortunately, there is no comprehensive source of path-breaking research on this topic. To fill this gap, we commissioned chapters from leading economists on all aspects of gambling research. Topics covered include the optimal taxation structure for various forms of gambling, factors influencing the demand and supply of gambling services, forecasting of gambling trends, regulation of gambling, the efficiency of racetrack and sports betting markets, gambling prevalence and behavior, modeling the demand for gambling services, the economic impact of gambling, substitution and complementarities among different types of gambling activity, and the relationship between gambling and other sectors of the economy. These are all important issues, with significant global implications. Specifically, we divide the Handbook into sections on casinos, sports betting, horserace betting, betting strategy, motivation, behavior and decision-making in betting markets, prediction markets and political betting, and lotteries and gambling machines

Book Synopsis The Pig Book by : Citizens Against Government Waste
Download or read book The Pig Book written by Citizens Against Government Waste and published by St. Martin's Griffin. This book was released on 2013-09-17 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal government wastes your tax dollars worse than a drunken sailor on shore leave. The 1984 Grace Commission uncovered that the Department of Defense spent $640 for a toilet seat and $436 for a hammer. Twenty years later things weren't much better. In 2004, Congress spent a record-breaking $22.9 billion dollars of your money on 10,656 of their pork-barrel projects. The war on terror has a lot to do with the record $413 billion in deficit spending, but it's also the result of pork over the last 18 years the likes of: - $50 million for an indoor rain forest in Iowa - $102 million to study screwworms which were long ago eradicated from American soil - $273,000 to combat goth culture in Missouri - $2.2 million to renovate the North Pole (Lucky for Santa!) - $50,000 for a tattoo removal program in California - $1 million for ornamental fish research Funny in some instances and jaw-droppingly stupid and wasteful in others, The Pig Book proves one thing about Capitol Hill: pork is king!

Book Synopsis Handbook of Research in Education Finance and Policy by : Helen F. Ladd
Download or read book Handbook of Research in Education Finance and Policy written by Helen F. Ladd and published by Routledge. This book was released on 2012-08-21 with total page 786 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sponsored by the Association for Education Finance and Policy (AEFP), this groundbreaking new handbook assembles in one place the existing research-based knowledge in education finance and policy, thereby helping to define this evolving field of research and practice. It provides a readily available resource for anyone seriously involved in education finance and policy in the United States and around the world. The Handbook traces the evolution of the field from its initial focus on school inputs and the revenue sources used to finance these inputs to a focus on educational outcomes and the larger policies used to achieve them. It shows how the current decision-making context in school finance inevitably interacts with those of governance, accountability, equity, privatization, and other areas of education policy. Because a full understanding of the important contemporary issues requires input from a variety of perspectives, the Handbook draws on contributors from a variety of disciplines. While many of the chapters cover complex state-of-the-art empirical research, the authors explain key concepts in language that non-specialists can understand.
