Available in PDF, EPUB and Kindle. Book excerpt: The Economic Paper series is designed to bring to public attention crucial economic issues which are of concern to developing countries. In recent years the series has examined issues such as the instability of capital flows, the position of small states in the global economy, the implications of new trade agreements, agriculture and food security, money laundering and the reform of global financial arrangements. The publications are readable and aimed at academics, policymakers, students and people with a general interest in understanding these topical issues. This publication is a follow-on from the Monterrey Conference on Financing for Development. The Monterrey Conference achieved a significant breakthrough in mobilising commitment on the part of key donors and developing countries to advance the development agenda. These commitments have been (at least partially) built upon at the recent G8 Summit and the World Summit on Sustainable Development. The Monterrey Consensus requires effective follow-up on the part of donors, developing countries and international financial institutions. This publication is based on the Special Theme of the Commonwealth Finance Ministers’ Meeting “Delivering the Millennium Development Goals” held in London, September 2002. Prof. Sen raises some “uncomfortable issues” regarding the soundness of the Monterrey consensus and the need for more inclusive and “interactive encounters” on the basic approach chosen. Ministers are warned that delivering the consensus “will demand from them more than simple midwifery”. This paper includes the report of Civil Society Consultations as an appendix.

Book excerpt: The American welfare state has long been a source of political contention and academic debate. This Oxford Handbook pulls together much of our current knowledge about the origins, development, functions, and challenges of American social policy. After the Introduction, the first substantive part of the handbook offers an historical overview of U.S. social policy from the colonial era to the present. This is followed by a set of chapters on different theoretical perspectives available for understanding and explaining the development of U.S. social policy. The three following parts of the volume focus on concrete social programs for the elderly, the poor and near-poor, the disabled, and workers and families. Policy areas covered include health care, pensions, food assistance, housing, unemployment benefits, disability benefits, workers' compensation, family support, and programs for soldiers and veterans. The final part of the book focuses on some of the consequences of the U.S. welfare state for poverty, inequality, and citizenship. Many of the chapters comprising this handbook emphasize the disjointed patterns of policy making inherent to U.S. policymaking and the public-private mix of social provision in which the government helps certain groups of citizens directly (e.g., social insurance) or indirectly (e.g., tax expenditures, regulations). The contributing authors are experts from political science, sociology, history, economics, and other social sciences.

Book excerpt: Networks are thriving in global politics. Some bring policy-makers from different countries together to share problems and to forge possible solutions, free from rules of representation, decision-making, and transparency which constrain more formal international organizations. This book asks whether developing countries can benefit from such networks? Or are they safer to conduct their international relations in formal institutions? The answer varies. The key lies in how the network is structured and what it sets out to achieve. This book presents a fascinating account of how some networks have strengthened the position of developing country officials, both at home, and in their international negotiations. Equally, it points to conditions which make it perilous for developing countries to rely on networks.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a unique examination of how a middle power uses international organisations to achieve greater global influence. The authors focus on the OECD, ‘the rich man’s club’ of most of the world’s wealthiest nations. It demonstrates how the decision by Australia to apply for membership was a long drawn out process, delayed by political factors. Eventually agreement was reached with assurances that membership would provide access to valuable and timely policy-related information, especially in relation to international trade and finance. In addition, membership would potentially increase influence by providing greater access to its powerful member states at an earlier stage in their policy discussions and agreements.
