Book excerpt: In OCLC 1967--1997: Thirty Years of Furthering Access to the World's Information, you'll see how libraries, librarians, and librarianship have changed dramatically since the late sixties, when OCLC was founded as a nonprofit, membership, computer library service and research organization. You'll also see how far information professionals have come in their common crusade to provide access to the ever-expanding body of information worldwide. OCLC 1967--1997 gives you both a look back and a look forward across thirty years of continuous technological change as OCLC grows from an Ohio network of 54 academic libraries to a global network of 26,000 libraries in 65 countries. Eighteen experienced authors give you a panoramic overview and specific insight into OCLC as both a membership organization and a provider of computer services. You'll see how libraries and librarians have an institutionalized voice for libraries in OCLC’s strategic directions. And, you'll better understand how the shared commitment of OCLC members to the ideals of research, scholarship, and education has created a unique library resource--WorldCat--which has become the most consulted database in higher education. Specifically, you'll read about: the changing tasks of cataloging, from automatic processing of print materials to the new challenges of electronic metadata the revolution in reference services and resource sharing OCLC in Asia Pacific, Europe, and Latin America today's leading-edge electronic libraries--GALILEO and the CIC VEL research at OCLC the new electronic scholarship OCLC 1967--1997 is for library professionals in libraries of all types. It is a definitive guidebook to today's OCLC and to all those who are helping their libraries and staffs deal with the challenges and opportunities of the Information Age.

Book excerpt: Drawing on the writings of leading Gaullists and on analysis of France's actions in other former French colonies, this veteran historian of France and New France contends that DeGaulle and his followers inflamed Quebec separatism as part of their agenda to resurrect France as a great power. Canada is criticized for its failure to recognize or respond to this threat. Includes a chronology of events from the May 1940 invasion of France by Germany. Book excerpt: The Voting Rights Act of 1965, which originally was intended to prohibit barriers to black registration and voting, has been hailed as a triumph for civil rights and as a catalyst for the election of minorities to public office in both the Deep South and the urban North. To advance its objective, federal courts instructed many cities to change from at-large to single-member district electoral systems as a way to ensure that minorities had a reasonable chance to elect representatives of their choice. In the first book to critique the implementation of this landmark legislation in a major American city, Ruth Morgan examines its effect on local governance over forty years in Dallas and shows that it had unintended consequences for racial politics, representation, and public policy. Breaking from studies that measure the success of the VRA in terms of increased minority representation, Morgan assesses the consequences of the Act for Dallas city government—and for the wider interests of minorities as well. While endorsing the original intent of the VRA, Morgan believes that this intent was subverted by subsequent amendments to the Act and by the courts' attempts to advance the political standing of particular minority groups. She argues that court-imposed single-member districts have created in Dallas a city council infected with parochialism and careerism—a result of members no longer having to compromise to win citywide votes—and have had an adverse impact on governmental effectiveness and voter turnout. With corruption and cronyism now rampant, voting rights legislation and litigation have ultimately failed to fulfill the hopes and aspirations of the unempowered, and the district system has created an incentive for continued racial separation. Governance by Decree offers a pointed assessment of the complexities and contradictions produced by the voting rights law, while at the same time calling for the federal judiciary to exercise restraint in imposing its will when it lacks the capacity to make choices that are inherently political. Morgan's powerfully argued case study should inspire much debate and inform forthcoming congressional deliberations over the renewal of the preclearance section of the VRA in 2007.

Book excerpt: Real Materialism draws together papers written over twenty years by Galen Strawson in philosophy of mind and metaphysics. Strawson focuses on five main areas of enquiry: [1] the nature of the physical, consciousness, the 'mind-body problem', and the prospects for panpsychism; [2] the self, the subject of experience, self-consciousness, and the 'narrative' self; [3] free will and moral responsibility; [4] the nature of thought and intentionality and their connection with consciousness; [5] the problem of causation with particular reference to the philosophy of David Hume.

Book excerpt: This book debunks the argument that quality in education can only be achieved by limiting, or trading off, equality. The quality of schooling is a major issue for Third World nations across the globe. However there is no single measure which is universally accepted. Whether it is, as some economists might argue, an issue of the number of desks per classroom or one of national sovereignty is widely disputed. Defining equality in education becomes increasingly difficult in an era of globalization in which there exists a wide gap between rich and poor, both within and between nations. In the context of an international move towards New Right politics and neo-liberal economic ideologies, both the quality and equality of education are imperiled. This book argues that any worthy definition of quality education must include the interests and participation of the underprivileged.

Available in PDF, EPUB and Kindle. Book excerpt: Regardless of where we live, the management of the public sector impacts on our lives. Hence, we all have an interest, one way or another, in the achievement of efficiency and productivity improvements in the activities of the public sector. For a government agency that provides a public service, striving for unreasonable benchmark targets for efficiency may lead to a deterioration of service quality, along with an increase in stress and job dissatisfaction for public sector employees. Slack performance targets may lead to gross inefficiency, poor quality of service, and low self-esteem for employees. In the case of regulation, inappropriate policies can lead to unprecedented disasters. Examples include the decimation of fish stocks through mismanagement of fisheries, and power blackouts through inappropriate restrictions on electricity generators and distributors. Efficient taxation policies minimise the tax bill for citizens. In all of these cases, efficient management is required, although it is often unclear how to assess this efficiency. In this volume, several authors consider various aspects and contexts of performance measurement. Hence, this volume represents a unique collection of advances in efficiency assessment for the public sector by leading researchers in the field. Efficiency in the Public Sector is divided into two sections. The first is titled "Issues in Public Sector Efficiency Evaluation" and comprises of chapters 1-4. The second section is titled "Efficiency Analysis in the Public Sector - Advances in Theory and Practice." This division is somewhat arbitrary, in the sense there are significant overlapping themes in both sections. However, it serves to separate chapters that can be characterised as dealing with broader issues (Section I), from chapters that can be characterised as focusing on specific theoretical problems and empirical cases (Section II).
