Book excerpt: Unter Kaiser Menelik II. kam es im Fruhjahr 1905 zur Entsendung einer deutschen Delegation und zum Abschluss eines Freundschafts- und Handelsvertrages. Menelik II. suchte Schutz gegen drohende Ubergriffe europaischer Kolonialmachte. Durch die beiden Weltkriege wurden die diplomatischen Beziehungen unterbrochen, aber schon im Jahre 1954 kam Kaiser Haile Selassie I. nach Deutschland. In den 80er Jahren begann die Bundesrepublik sich von der alten Hallstein-Doktrien zu losen und besonders Athiopien, den Sitz der Afrikanischen Union, in ein neues System der Entwicklungspolitik zu integrieren. Die entstandenen politischen Schwierigkeiten konnten nach 1991 im Wesentlichen aberwunden werden. Under the reign of Menelik II. a German diplomatic mission under professor Friedrich Rosen was sent to Ethiopia and concluded a treaty of commerce and friendship. The emperor wanted to be more protected against the European colonial powers. Worldwar I & II interrupted the friendly and economic relations between the two countries. However already in 1954 emperor Haile Selassie I. paid an official visit to Germany. Starting with the 80'es Germany by and by got rid of the traditional Hallstein-Doktrin and tried to include Ethiopia, where the African Union had its headquarters, into the new political African policy. Political problems, which had developed under the Rule of Mengistu, were overcome after 1991.

So far the domains of German politics and scholarship have not been conflated to probe the central power/knowledge nexus of Said’s argument. Seeking to fill this gap, the diplomatic career and scholarly-literary productions of the centrally placed Friedrich Rosen serve as a focal point to investigate how politics influenced knowledge generated about the “Orient” and charts the roles knowledge played in political decision-making regarding extra-European regions. This is pursued through analyses of Germans in British imperialist contexts, cultures of lowly diplomatic encounters in Middle Eastern cities, Persian poetry in translation, prestigious Orientalist congresses in northern climes, leveraging knowledge in high-stakes diplomatic encounters, and the making of Germany’s Islam policy up to the Great War. Politics drew on bodies of knowledge and could promote or hinder scholarship. Yet, scholars never systemically followed empire in its tracks but sought their own paths to cognition. On their own terms or influenced by “Oriental” savants they aligned with politics or challenged claims to conquest and rule.
