The combination of Poland’s potential power as a major, and possibly controversial, player in both the region and Europe as a whole, and the apparent salience of Euroscepticism in domestic electoral politics at the core of the Polish government and party system presented the possibility that Poland would be a ‘new awkward partner’ in Europe. However, although Poles may have voted for EU-critical parties in large numbers no ‘Eurosceptic backlash’ has emerged. In fact, far from being a ‘new awkward partner’, Poland has tried to portray itself as the ‘new heart of Europe’ and it certainly came to be increasingly perceived as such in Brussels and by its European allies. This book focuses on two linked questions. Firstly, what impact has Poland had upon the EU as a new member state? Secondly, how has becoming an EU member impacted upon public attitudes towards the EU and Polish domestic politics, particularly on its party and electoral politics? Szczerbiak provides the first detailed empirical case study of the impact of Poland’s EU membership on its politics and of Poland's impact on the EU. The book also makes broader theoretical contributions to our understanding of EU relations with its member states. As a result of the above, this book will be of interest to students and scholars of European Politics, political science and European integration.

Book excerpt: One of the characteristic facts concerning the “catching-up countries” is the exceptionally large variation in their per capita annual rate of growth, from about zero to about 10%. The papers published in this monograph show that this rate is strongly dependent on the rate of investment, the quality of the labour force and the quality of institutions. The rate of investment is, in turn, dependent on the rate of domestic savings. In Poland, domestic savings are shown to have been and continue to be very low by international standards. The trend rate of growth of about 3.7% has been about 2 pp. higher than that of the most developed economies, mainly thanks to the development of modern market institutions and a new private sector, and partly thanks to foreign direct investments and a significant inflow of finance from the European Union (EU). The data also show that by far the least successful transformation in Eastern Europe has taken place in Ukraine. (Author’s Introduction) *** Our discussion is limited to the Technology Frontier Area (TFA) of the world. The central question is how the area’s innovation rate changes over time in the course of centuries. The analysis indicates that the pattern of change of the innovation rate over time may be eventually hat-shaped. This Hate-Shape Relationship is an empirical law that is given a theoretical interpretation. It is in part a prediction based on the author’s model of innovation and growth. Its acceleration and steady growth segments correspond well to the past reality. Its slowdown part is the central thesis of the book.

It bases its hypothesis on analysis of four countries – Germany, Spain, France and Poland – and two processes: the collective bargaining practices of trade unions in the first decade of the Eurozone and the response of trade unions and social-democratic parties to austerity in Southern Europe. In the first process, although unions did not intentionally compete, there was a drift towards zero-sum outcomes which benefited national workforces in stronger structural positions. In the second process, during which a crisis resulting from the earlier actions of labour occurred, lack of solidarity reinforced effects of competition.
